Supply Chain Health Check - Phase 3

This Tender is invited by the Issuer. Overview The Department of Home Affairs is progressing Phase 3 of the ABF Supply Chain Health Check, an engagement commissioned to strengthen integrity outcomes across Australia's import supply chain. About Phase 1 of the engagement established a shared evidence base and vulnerability picture across the import supply chain. Phase 2 translated those findings into the Supply Chain Health Check Reform Projects Design, defining the most mature reform domains, projects and sub-projects, and creating a practical bridge into implementation planning. Purpose Phase 3 is intended to move the work into a more practical mobilisation and delivery posture by progressing the immediate reform and digital capability work required before the ABF makes downstream technology investment decisions, while establishing the broader program structure and roadmap for staged implementation. This stage is intended to help the ABF maintain practical reform momentum in the near term and establish the program architecture needed to support staged implementation over time. Scope The scope includes: Reform Program Planning and development of a 3-year roadmap Converting the endorsed Reform Projects Design into a sequenced Reform Program Plan and roadmap Development of prioritisation and ownership logic for reform projects and sub-projects Development of sequencing, dependencies and implementation pathways for staged implementation
