707 33kV Feeders & Harmonic Filter - Expression of Interest - Confidentiality Deed Poll

Overview Transport for NSW (TfNSW) is seeking Expressions of Interest (EOI) from companies with capability to undertake the design and construction works for the 707 33kV Feeders & Harmonic Filter project. About The Rail Services Improvement Program (RSIP), formerly known as More Trains More Services (MTMS), aims to modernise Sydney's heavy rail network through infrastructure upgrades, timetable changes, and digital technologies to increase train capacity and frequency, improve reliability, and enhance customer journeys on key lines such as the T4 Eastern Suburbs & Illawarra Line and the T8 Airport & South Line. The program uses a multi-stage approach to progressively deliver these improvements. Part of the Program includes an upgrade to the 707 33kV Feeder, including installation of a new 33kV harmonic filter at Wolli Creek Junction Substation, to mitigate the impacts of harmonics on the wider power grid and ensure compliance with the National Electricity Rules (NERs). Purpose The objective of the EOI Stage is to undertake a rigorous shortlisting process to identify a shortlist of Applicants to undertake the role of Contractor for the delivery of the 707 33kV Feeders & Harmonic Filter project. TfNSW intends to shortlist a maximum of three (3) Applicants, based on the submitted EOIs, who may then be invited to submit a Tender for the project, however TfNSW reserves the right to vary the number of shortlisted Applicants at its discretion. Scope The Contractor's activities for the design and construction of the 707 33kV Feeders & Harmonic Filter project may include, but are not limited to: Planning Design Procurement Supply Construction Testing Commissioning Integration Operational readiness Handover of the project to achieve program objectives Contractor Requirements The Applicant must demonstrate that it satisfies the following Mandatory Criteria as part of its EOI submission. The full wording and details of the Mandatory Criteria can be found in the EOI documentation. Mandatory Criteria 1 - Minimum Turnover The Applicant must demonstrate that it has achieved a turnover in design and construction contracting activities equal to or greater than $50 million per annum for each of the last three (3) years on average Mandatory Criteria 2 - Previous Experience The Applicant must demonstrate that it has successfully completed the delivery of at least one (1) rail electrical power network project, including high-voltage feeder and traction substation works in an operational rail environment, for a contract value in excess of $10 million in the last seven (7) years Mandatory Criteria 3 - Management System Requirements The Applicant must demonstrate that it has Environmental, Work Health & Safety and Quality Management systems that are ISO accredited, and be capable of being engaged as principal contractor under reg 293 of the Work Health and Safety Regulation (NSW) for the Project Mandatory Criteria 4 - Binding Joint Venture Agreement Where the Applicant is a proposed joint venture, it must submit an indicative joint venture agreement Mandatory Criteria 5 - TAO Status / Accreditation Requirements The Applicant must hold Technically Assured Organisation (TAO) accreditation for the competencies contained in the TAO Matrix in Appendix F of the EOI Tender Briefing A mandatory briefing will be held for this EOI. Attendance is required to participate in this EOI and to submit a conforming EOI. Completed Confidentiality Deed Polls must be emailed to the Contact Officer, Tien Tran, at RSW.Procurement@transport.nsw.gov.au. The Confidentiality Deed Poll must not be submitted through this advertisement. Upon receipt, review and acceptance of the Confidentiality Deed Poll, the Recipient will be given access to the live Expression of Interest Advertisement, which will appear in their Supplier Hub dashboard and contain the EOI documentation.
