AI Prompt Engineering in Microsoft Copilot for ATO Priority AI Use Cases

Overview The Australian Taxation Office (ATO) is seeking a supplier to develop a fit for purpose Microsoft Copilot Prompt Library to support the ATO's priority AI use cases. About The Smarter Data Program (SDP) within the ATO is progressing the adoption of artificial intelligence (AI) and generative AI capabilities to support productivity, decision-making, service delivery and workforce capability uplift across the organisation. The ATO has an established history of using data, analytics and machine learning to improve operational effectiveness and decision-making. More recently, Microsoft Copilot has created opportunities to improve staff productivity through generative AI while maintaining appropriate governance, security and oversight. Purpose The ATO has identified priority AI use cases and is seeking external specialist support to develop a fit for purpose Microsoft Copilot Prompt Library. Objectives The objective is to enable staff to consistently and effectively use Microsoft Copilot through reusable prompt assets, structured prompting methodologies, user guidance and governance arrangements. Scope The scope includes: Development of reusable AI assets that can be adopted across business areas Development of the Microsoft Copilot Prompt Library, with consideration of future extension into Microsoft Copilot Skills and other future Copilot capabilities where appropriate Establishment of a fit for purpose, reusable and sustainable Prompt Library capability within the Microsoft 365 Copilot environment Contractor Requirements The ATO is seeking a supplier with demonstrated expertise in: Microsoft 365 Copilot Prompt engineering and optimisation Design and implementation of reusable Copilot Skills assets Generative AI adoption and people capability uplift Governance and assurance frameworks Knowledge transfer and organisational adoption Embedding prompt libraries into Microsoft workflows
