Albury City Electrical Services Panel

Overview Albury City Council invites suitably qualified, experienced and appropriately licensed tenderers to submit a tender for appointment to Council's Electrical Services Panel, in accordance with the requirements, specifications and conditions detailed in this Request for Tender (RFT). Purpose This procurement directly supports the objectives of the Towards Albury 2050 Community Strategic Plan themes, through establishment of a specialist Electrical Services Panel to assist Council in maintaining and improving critical community infrastructure and essential services relied upon by residents, businesses and visitors. The panel will provide Council with access to specialist electrical expertise to support both operational maintenance and capital works programs while ensuring continuity of critical services and infrastructure. This procurement supports Council's commitment to delivering high-quality sustainable infrastructure and industry-leading services to the community, through a panel of suitably qualified, experienced and responsive electrical service providers capable of delivering safe, reliable and value-for-money electrical services across AlburyCity's diverse portfolio of community, infrastructure, water, wastewater, airport, recreation, operational and corporate assets. Objectives The desired outcomes of the procurement are to: Establish a flexible multi-supplier panel arrangement capable of responding to planned, reactive and emergency electrical works Improve the reliability, safety and performance of Council's electrical infrastructure and critical assets Maintain secure and resilient electrical, control, instrumentation and communications systems supporting essential water and wastewater operations Provide access to specialist electrical services, including building electrical systems, public lighting, sports field lighting, automation and control systems, communications infrastructure and Accredited Service Provider (ASP) services Achieve value for money through competitive panel arrangements and efficient contractor engagement processes Support local and regional economic participation through the engagement of suitably qualified local businesses where appropriate Ensure all works are undertaken in accordance with applicable legislation, Australian Standards, workplace health and safety requirements and Council policies Promote innovation, sustainability and continuous improvement in the delivery of electrical services Scope Council requires services for the following categories: Domestic/commercial maintenance and installation of low voltage distribution systems, general light and general power, including single and three phase systems, in accordance with Australian Standard AS3000:2018 and other relevant Australian Standards Design and installation of data communication networks, including data hubs and data cabling Level 2 Service Provider accredited and authorised works with Essential Energy, including but not limited to disconnection and reconnection of electrical mains supply services and installation of new or replacement of existing electrical service mains, covering both underground and overhead, single and three phase services, as well as installation and maintenance of lighting circuits connected to supply authority infrastructure Design, installation and maintenance of lighting systems appropriate to sports field lighting systems in accordance with Australian Standard AS2560.2, and carpark and office lighting to AS1680, and traffic lights Design, installation and maintenance of home/office automation control systems such as Cbus or Trader Power Mesh, covering smart lighting and security systems Design, installation and maintenance of electrical installations within the water/wastewater industry, including various motors (0.75kw to 400kw), motor starters (VSD, soft start and DOL), associated controls (PLC ABB, CTi, Siemens, AB, HMI ABB and Magelis), relay logic and RTU (remote terminal unit), instrumentation equipment such as Siemens flow meters, level and water quality equipment of various brands, SCADA (Citect, Clear SCADA, Wizcon, Datran) and communication systems (Profibus, Fibre Optic, Radio Telemetry) Design Certified Level 3 Authorised Design Service Provider works, authorised to design electrical systems to be constructed as contestable works, including distribution and sub-transmission network assets, underground or overhead mains, apparatus and substations Additional services as listed in the returnable schedule A broad range of instrumentation is in place across sites, with minimal standardisation noted but likely to be within the service capabilities of most instrumentation technicians. Contractor Requirements Suitably qualified, experienced and appropriately licensed tenderers Metering accreditations and authorisations, particularly with Origin Energy, including whole current and CT metering installations, are desirable
