About this tender
This Tender is invited by the Issuer. Overview Comcare is seeking a suitably qualified service provider to provide scalable ICT software development and services to support the delivery of business-as-usual enhancements, operational changes, regulatory initiatives, cyber security uplift activities and strategic digital transformation programs. Purpose The Agency's preferred approach is a phased sourcing model that enables the progressive transition of software development capability from internally led delivery to an externally supported and managed delivery model over time. Scope The scope includes: Provision of skilled software development resources and specialist digital delivery capability across Comcare's ICT portfolio Initial provision of specialist software development resources operating within Comcare's existing delivery teams to supplement internal capability, capacity and expertise Objectives The successful supplier is expected to progressively mature the Agency's development capability through the introduction of contemporary engineering practices, improved DevSecOps adoption, stronger governance and continuous improvement. Contractor Requirements Over the term of the contract, the supplier must demonstrate capacity and capability to progressively assume greater responsibility for software development services through a hybrid operating model, with the option for Comcare to transition selected services or the software development function to a managed service arrangement where appropriate Instructions to Tenderers Detailed requirements are provided as Attachment A, 26CPU178 Statement of Requirements.
