About this tender
Overview Transport for NSW is inviting Expressions of Interest (EOI) from an experienced Independent Certifier to provide Independent Certifier Services for the Australia Avenue/Homebush Bay Drive Upgrade Project. About The intersection of Australia Avenue, Homebush Bay Drive ramps and Underwood Road are key intersection access points for the Sydney Olympic Peninsula and for growth precincts in the Sydney Olympic area, including Carter Street, Sydney Olympic Park and Wentworth Point. The existing intersection layout consists of a two-lane four-leg roundabout connecting Homebush Bay Drive to Australia Avenue and Underwood Road. Homebush Bay Drive is grade separated from the roundabout and passes over the centre of the intersection, with connecting on/off ramps in both directions of travel. This intersection experiences significant congestion during the AM, PM and weekend peak periods as well as during major events, resulting in extensive delays and long queues to road users. The existing intersection also provides limited infrastructure to support active transport use and access to Sydney Olympic Park immediately to the west of the intersection. Purpose The project objectives are to: Improve road access to and from Sydney Olympic Park strategic centre and surrounds by improving traffic flow at the Australia Ave/Homebush Bay Drive intersection Improve safety for all road users at the intersection and approaches Facilitate safe and efficient travel for pedestrians and cyclists Support growth in traffic demand generated by development growth in Sydney Olympic Park precinct and surrounds Create an environmental and social outcome that is consistent with the eight focus areas of the Transport Sustainability Plan (TfNSW, 2021) Scope The Independent Certifier (IC) will provide independent review, verification and certification services to confirm that the Main Works are designed, constructed and completed in accordance with the requirements of the D&C Deed, including the Scope of Works and Technical Criteria (SWTC). The scope includes: Independent review, verification and certification of design, construction and completion activities against project requirements Attendance at key project meetings, workshops, inspections, audits, hold points and witness points, as required Review and certification of design documentation, management plans and quality-related submissions Monitoring and auditing contractor compliance with contractual, quality, environmental, planning approval and technical requirements Undertaking inspections, surveillance and assessments necessary to support certification of project milestones, Practical Completion and Final Completion Providing independent determinations and technical advice on matters referred by the Principal or the Contractor Reviewing and certifying as-built documentation and completion deliverables Providing support in relation to defects, non-conformances, disputes and other specialist certification services, where requested by the Principal Contractor Requirements Experience as an Independent Certifier providing certification services for road infrastructure projects Instructions to Tenderers This Opportunity is not expected to lead to the award of a contract, or award details will be advertised elsewhere.
