ABOUT THE COUNCIL: The City of Parramatta Council is located 24 kilometres west of the Sydney CBD and provides a range of goods and services within a local government area (LGA) encompassing some 84 square kilometres and comprises a population of approximately 260,296 people from a range of diverse cultures, lifestyles and experiences ABOUT THE TENDER: Tenders are invited from experienced civil and landscaping contractors to undertake this complex public domain upgrade project within the Parramatta CBD. The proposed Civic Link Block 3 public domain upgrade aims to transform Horwood Place into a vibrant, pedestrian friendly public space, connecting Parramatta Square to the Parramatta River. The proposed public domain update at Horwood Place involves but is not limited to demolition and excavation works, civil works including road and pedestrian pavements, new furniture and landscape features, service pits adjustments, electrician and lighting installation works. The Scope of Works includes: Demolition of existing footpath and road pavement, kerbs and gutter, vehicle layback, trees and street furniture, Endeavour Energy street light columns; New civil works including new kerb & gutter, pedestrian crossing, granite paving, drainage and roadway construction New street furniture and fixtures; New precast bridge and wall edges; Supply and install all lighting and electrical works including new switchboards, comms and electrical infrastructure and new light poles; New planting and trees including structural soil cell modules, new irrigation system; New signposts, signs and line marking; Drainage works including pit modification and construction, stormwater drainage construction; Works to service utility pits and lids; New smart infrastructure; Creation of new planted areas, including the planning of mature trees in Strata vault cellWorks to Sydney Water Assets (Portable Water and Waste Water); Undertake required heritage monitored construction, test & salvaged excavation; New and upgraded electrical works including LV1 and LV2 ASP works. Tenderers must have ISO Certified Systems for Work Health and Safety, Quality Assurance and Management and Environmental Management to be considered for this tender. A final decision will be made regarding this Tender in September 2026, with works anticipated to commence in November 2026. The Tender price is for a fixed lump sum. No pre-tender meeting is proposed, however it is recommended that prospective Tenderers visit the project site to confirm 'scope of work', and if questions arise submit these via the forum or to tenders@cityofparramatta.nsw.gov.au ENQUIRIES: Enquiries should be directed to:- 1. via the online forum or, 2. email: tenders@cityofparramatta.nsw.gov.au (please note that Council requires all enquiries for advice with regard to a specific tender to be submitted in writing.) CLOSING DATE AND TIME: Tenders close at 10.00am, Wednesday, 22 July 2026 and submissions must be fully received by this time. The lowest or any tender may not necessarily be accepted, and any action or contact that may be considered as an attempt to influence a decision of Councillors or Staff shall disqualify the relevant tender. Late, verbal or emailed submissions will not be accepted.
