About this tender

Overview The Hills Shire Council is seeking to engage a suitably capable, qualified, and experienced cleaning services organisation to provide cleaning services to Council's Community Buildings Portfolio. Throughout the tender document, the word "Cleaner" is used interchangeably to mean Cleaning Company, Cleaning Service Provider, Cleaning Contractor, Cleaning Organisation, Cleaning Staff, and Cleaning Sub-contractors, as required by usage and context. Scope The scope includes: Provision of cleaning services across Council's Community Buildings Portfolio, covering approximately 50 areas within 50 building sites located throughout the Hills Shire local government area, totalling approximately 25,000 square metres (total square metres by site to be verified by the Cleaner using the floorplans and data provided) Cleaning services across building types including libraries, community centres, childcare centres, meeting halls, meeting rooms, office areas, toilet amenities, and a fitness and aquatic centre facility Group B: Castle Grand Building (containing the Castle Hill Library and Community Centre), other libraries, and childcare centres, approximately 8 buildings Group C: Community buildings not included in Group B or Group D, approximately 41 buildings Group D: Waves Fitness and Aquatic Centre, one large facility with multiple areas Delivery of routine and periodical cleaning tasks in accordance with the Cleaning Schedules provided, priced by site Service frequency and total hours required for each site as detailed in the Returnable Price Schedule Group A is not included in this tender. Contractor Requirements Suitable capability, qualifications, and experience as a cleaning services organisation Attendance at the mandatory site inspections is a Tender Compliance requirement, and tender submissions will not be accepted unless this requirement is met Tender Briefing and Site Inspection There is a pre-tender submission mandatory site inspections schedule. The inspection schedule is planned over two days, and both days are mandatory. Tenderers must provide two representatives for Day 1, otherwise the submission will be marked as non-conforming. Mandatory site inspections are scheduled for specific dates and times, as set out in Tender document 2c, Mandatory Site Inspections Schedule. Format: In-person, over two mandatory days Meeting point: Ground floor foyer reception area Parking: Free parking at the B2 level car park It is important to arrive on time, as organisations will need to complete the Attendance Register before heading off for the site inspection. The Attendance Register will be used to determine if tender submissions are compliant and therefore acceptable. The mandatory site inspections will be hosted by representatives of the Council's security contractors. Security staff will not be able to answer cleaning queries or clarifications, so tenderers should bring the documentation required to assist with the preparation of their submission, such as the Building Portfolio Site Listing, Building Portfolio Floor Plans, and Building Portfolio Cleaning Schedules. Tenderers should take note of any queries and clarifications raised during the inspection and submit them via the etender Portal to receive a formal response within 8 working hours. The opportunity to ask questions and seek clarifications will cease at a certain date and time, as set out in the Tender Response Schedule document.
