About this tender

Overview Camden Council is seeking an appropriately qualified, licensed, experienced and financially capable Contractor to construct a new amenities block at Nugget Beames Reserve. The amenities building will comprise a dedicated public building housing toilets, change rooms and showers, and will be constructed next to the existing amenities building on the Site. The Project is to be delivered in accordance with the Plans and Specifications and tender documentation issued by Camden Council. About The Nugget Beames sportsground facility, located at the Site, includes two full-sized playing fields, a synthetic cricket pitch, sports field irrigation and floodlighting, and an existing amenity building. The facility is used for organised sports including soccer, football, cricket and Oz tag. Council has engaged Sam Crawford Architects Pty Ltd ('SCA') as the Principal Designer to prepare the design documentation and the Review of Environmental Factors ('REF'). SCA will continue to act as Council's Architect during the works, providing architectural support, responding to design queries, reviewing shop drawings and requests for information, and advising Council on design matters, including any proposed design changes that may affect compliance with the REF. The appointed Contractor will be required to coordinate site inspections, shop drawings, and other construction-related documentation in accordance with the Contract requirements and through Council's nominated representative. Purpose The purpose of this tender is to engage an appropriately qualified, licensed, experienced and financially capable Contractor to undertake the works in accordance with the tender requirements and all applicable legislative, regulatory and contractual obligations. Objectives The desired outcome of this tender is to engage a qualified and experienced Contractor to construct a new amenities building on the Site that will support Council's growing population and enhance the overall user experience. The Project should provide an accessible, functional and inviting space, deliver high-quality workmanship, meet all relevant accessibility and regulatory standards, and be completed within the agreed timeframe and budget. The Contractor shall deliver the works: Safely and without injury to workers, Council personnel, reserve users and members of the public In accordance with all applicable legislation, statutory approvals, development consent conditions and relevant authority requirements In compliance with all applicable Australian Standards, the Contract, the Plans and Specifications To the required quality standards using suitably qualified and competent personnel Within the approved construction program and in accordance with the Contract milestones With minimal disruption to reserve users, sporting clubs, neighbouring properties and the surrounding community In a manner that protects existing assets, services, vegetation and Council infrastructure from damage throughout the execution of the works Scope The scope includes, but is not limited to: Site establishment, temporary works, temporary services, site security, fencing and all facilities necessary to safely undertake the work Undertaking pre-construction and post-construction dilapidation surveys of the Site and affected surrounding assets in accordance with the Specifications, with the pre-construction survey report provided to Council before commencing the works and the post-construction survey report provided to Council prior to Practical Completion Locating, identifying, protecting and maintaining all existing underground and above-ground services affected by the works in accordance with the Project Specifications Liaising and coordinating with all relevant authorities, utility providers, certifiers and regulatory agencies, including obtaining and maintaining all permits, statutory approvals and inspections required for completion of the works Providing and implementing an Inspection and Test Plan (ITP), Quality Management procedures and quality records demonstrating compliance with the Contract, Specifications, Australian Standards and approved shop drawings Constructing, completing, testing, commissioning and handing over the new amenities building, including all associated architectural, structural, civil, hydraulic, mechanical, electrical, communications, landscaping, external works, utility connections, services coordination, testing, certification and all incidental works necessary to achieve Practical Completion in accordance with the Contract, Specifications and Plans Acting as the Principal Contractor for the purposes of Work Health and Safety (WHS) legislation on the Site Coordination of the works in accordance with the REF Provision of temporary fencing and hoardings as required Provision of all commissioning documentation and Work as Executed (WAE) drawings in DWG and PDF format to Council prior to Practical Completion Provision of all as-built information, operation and maintenance manuals, warranties, certificates of compliance, and test reports required under the Contract prior to Practical Completion Protection of all existing Council assets, infrastructure, services, landscaping and vegetation from damage during the works, with any damage caused by the Contractor made good at the Contractor's cost Traffic management as required to undertake the works Removal of excess soil and waste from the Site to an approved waste recycling facility Provision for tree protection as per the Arborist Report and REF Supply of all labour, supervision, plant, equipment, temporary services, materials, testing, certification and commissioning necessary to complete the work Maintaining the Site in a clean, safe and orderly condition throughout the works and removing all surplus materials and waste from the Site on completion Nominating a suitably qualified Site Supervisor responsible for the day-to-day management of the works and acting as the Contractor's primary point of contact on the Site Contractor Requirements Appropriately qualified, licensed, experienced and financially capable to undertake the works in accordance with the tender requirements and all applicable legislative, regulatory and contractual obligations
