About this tender

Overview AlburyCity Council invites suitably qualified tenderers to submit a tender for the provision of engineering design and consultancy services for the design of landfill precincts at the Albury Waste Management Centre (AWMC). About The AWMC has been in operation for over 40 years, with a range of environmental protection requirements applicable through that time. The site has also had varying visions and designs for the two key landfill precincts, which are the Southern Valley and the Northern Valley. Purpose Albury City Council is seeking to ensure that the AWMC is a long-term (minimum of 30 years from 2027) and reliable site for waste management. This tender aims to resolve the historic issues currently being faced, to present a clear vision for the two existing landfill precincts, and to prepare a long-term plan for a new landfill precinct. It is envisaged that these actions shall confirm the site's longevity. Scope The scope includes the following stages: Stage 1, Feature Survey: Undertake a feature survey of the Albury Waste Management Centre Stage 2, Geotechnical Investigations: Conduct geotechnical investigations to support design, particularly to identify the presence of rock and groundwater, including nominally fifteen (15) boreholes Stage 3, Options Analysis and Concept Design: Prepare a set of design options for each landfill precinct to enable AlburyCity to decide on preferred options, then prepare concept design drawings, design reports and cost estimates for the Southern Valley (existing), Northern Valley (existing) and Central Valley (proposed) landfill precincts, a proposed leachate connection pipeline from the Northern Valley to the leachate treatment plant, and perimeter stormwater drains for each precinct Stage 4, Functional Design: Update the concept design drawings, design reports and cost estimates to Functional Design stage, then prepare documentation to support tendering, such as technical specifications Stage 5, Construction Staging Masterplan: Prepare a masterplan which presents the lifespan, volume and construction staging of each cell within the three landfill precincts Stage 6, Landfill Filling Plans: Prepare a set of drawings (plan and sections) for each landfill precinct that illustrates the intended approach to filling each landfill to the final landform Stage 7, Leachate Water Balance Report: Prepare a leachate water balance report to confirm the suitability of the leachate treatment plant to manage projected volumes generated by the landfill precincts Supporting attachments provided include volumetric surveys, the ACHA report, the flood study, the previous leachate pipeline design, Northern Valley geotechnical investigations and the leachate treatment plant capacity report. Contract Terms and Conditions The contract is a lump sum and not subject to rise and fall provisions The contract will be governed by the conditions of contract for Australian Standard 4122: 'General Conditions of Contract for Consultants'

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
