Educational Video for Financial Analysis and Supervision

Overview The Australian Transaction Reports and Analysis Centre (AUSTRAC) is seeking a supplier to design, develop and deliver digital education content by creating or repurposing AUSTRAC's existing educational material, including relevant video files and SCORM packages, for use by the Papua New Guinea Financial Analysis and Supervision Unit (FASU). About At the contract award stage, AUSTRAC will provide the supplier with the original e-learning video packages and other relevant existing educational materials as contract material for the purpose of delivering the services. Scope The scope includes: Reviewing existing AUSTRAC educational video and e-learning content Identifying content suitable for adaptation for the PNG/FASU context Repurposing and redesigning existing content, including visual, graphic and interface elements Creating new digital content where existing AUSTRAC content is not suitable or available Developing animated videos, graphics, transitions and other interactive or engaging visual elements Incorporating voice overs, captions and other accessibility features where required Ensuring the content is clear, simple and suitable for public-facing education and outreach Producing content that can be viewed effectively on mobile phones, laptops and other common devices Providing technical support following delivery Scope of Content The digital education content is expected to address reporting entity obligations and related Anti-Money Laundering and Counter-Terrorism Financing (AML/CTF) topics, including: Suspicious matter reports Threshold transaction reports Politically exposed persons Beneficial ownership Targeted financial sanctions Proliferation financing Terrorism financing The final content must be tailored to the PNG/FASU context and use plain, accessible language appropriate for reporting entities that may be smaller, less sophisticated or time poor. Expected Deliverables Deliverables are expected to include: Short-form educational videos suitable for public consumption Supporting digital learning or engagement content, where required Source or editable files, where agreed with AUSTRAC Final published files in formats suitable for FASU's intended use Any supporting technical documentation required for upload, hosting or future use Phase 1: There are seven topics, each requiring a video. Each video should be concise and suitable for online viewing. Unless otherwise agreed, videos should be no longer than 90 seconds each. They are intended for the public and will be disseminated as part of a media campaign for FASU in PNG. Phase 2: Where e-learning modules are required, these will likely be 20 to 25 minutes in length. The modules must be interactive and include elements that enhance the user experience, such as custom graphic design, animations, transitions, animated videos, voice overs, learning activities and the option to survey participants for feedback. Any e-learning modules must be provided in a format compatible with Moodle, such as SCORM packages. Accessibility and Usability The supplier must ensure the content is accessible, inclusive and suitable for public-facing use. This includes: Using clear and simple language Ensuring content is suitable for viewing on mobile phones and laptops Applying accessible design principles Including captions, transcripts or equivalent accessible formats where required Ensuring any e-learning modules are compliant with Web Content Accessibility Guidelines WCAG 2.0 Level AA, or a later equivalent standard where agreed Delivery Approach The supplier will be required to work collaboratively with AUSTRAC and FASU representatives to confirm the final scope, content topics, messaging, style and delivery requirements. Contractor Requirements Ability to attend required in-person scoping sessions (anticipated to be one full day at minimum) in Sydney with AUSTRAC and the visiting FASU delegation Travel, accommodation and related attendance costs must be included in the quoted price, as AUSTRAC will not separately reimburse these costs Ability to clearly identify any third-party materials, tools, licences or restrictions that may affect AUSTRAC's or FASU's use of the final deliverables Contract Terms and Conditions Following delivery, the supplier must provide technical support for a minimum of one month, unless otherwise agreed, which may include assistance with file access, troubleshooting, minor corrections, upload support and guidance on use of final deliverables AUSTRAC owns the intellectual property in the existing AUSTRAC educational content to be repurposed The supplier must ensure that any adapted, redesigned or newly created content can be used by AUSTRAC and FASU for education, outreach and public communication purposes
