Overview Byron Shire Council is inviting expressions of interest from not-for-profit organisations or government entities to licence the Community Demountable building at 15 Tincogan Street, Mullumbimby, for the delivery of regular, low-cost or no-cost mental health services to the local community. About The site was previously used to deliver the Safe Haven Mullumbimby mental health service until funding ended on 30 June 2026. The building comprises two connected demountable pods (approximately 43m² enclosed, plus deck), which are semi-furnished. Scope The scope includes: Delivery of regular, low-cost or no-cost mental health services to the local community at the licensed premises Eligible activities include mental health support, early intervention, care navigation, telehealth-enabled care, and group programs Operation within the permitted hours under the Development Consent: Monday to Friday 8am to 7pm, and weekends 9am to 2pm Eligibility Applicant must be a not-for-profit organisation or government entity; for-profit organisations will not be considered Applicant must deliver mental health, psychosocial support, clinical outreach, or care navigation services Service delivery must be regular and ongoing, not one-off events Applications for services unrelated to mental health or psychosocial support will not be considered Contractor Requirements Appropriate governance arrangements Appropriate supervision arrangements Appropriate credentialling Appropriate insurance capacity Contract Terms and Conditions Initial licence term of three years Annual licence fee of $2,000 Council is primarily seeking sole occupancy of the site; co-location may be considered where it complements the primary service
