Overview Northern Beaches Council is inviting Expressions of Interest from private enterprise to undertake the transformation of Manly Town Hall for cultural purposes such as a multi-use performance space and exhibition space. About Northern Beaches Council administers an area of 254 square kilometres with over 263,000 residents on Sydney's northern beaches. Council is working closely with the community to build strategies that enhance quality of life, promote sustainable development and protect the environment. Scope The scope of the Expression of Interest includes redevelopment of Manly Town Hall, incorporating solutions which address the following criteria: Provide long-term benefit to Council Respect the heritage value of the building and its curtilage Be in keeping with community expectations of providing a multi-use performance and exhibition space Provide alternative solutions for Council operational needs in Manly Come at no cost to Council Ensure that ownership of the building remains in Council's hands Information Requested Submissions are required to provide a proposal that includes the following: The mix of uses proposed for the site The desired zoning for the site The expected height required for the site to enable a feasible development The expected development timeframe, including any timing required for a planning proposal A financial summary with sensitivities and risks and an expectation as to what would be compromised should the risks come into effect The timeframe that the site would need to be provided to the submitter to enable the project to be financially feasible Any key matters that would need to be resolved by Council prior to progression How the proposal addresses the six criteria Instructions to Tenderers Submissions will undergo review and assessment against key matters such as: Planning and rezoning requirements Heritage obligations Building condition and structural capacity Accommodation and relocation needs for staff Financial impact and benefit to Council Details of any Planning Proposal and Public Private Partnership (PPP) model The results of this EOI will then be reported back to Council for further consideration.
