Headspace Demand Management and Enhancement Program
Tender Overview
About this tender
Overview The Department of Health, Disability and Ageing is offering the headspace Demand Management and Enhancement Program grant opportunity. This grant opportunity will contribute to the achievement of the department's Portfolio Budget Statement Outcome 1: Health Policy, Access and Support. About This grant opportunity will contribute to the Australian Government's implementation of mental health reforms. Under Program 1.2: Mental Health, the department is committed to supporting Australians with, or at risk of, mental illness by improving service integration for a more effective and efficient mental health system. Purpose Investment in capital enhancement and infrastructure enables headspace sites to deliver high quality, accessible services by providing suitable facilities that support workforce capacity and meet demand in high need locations. Funding Total Amount Available (AUD): $7,000,000.00 Eligibility To be eligible to apply, applicants must be one of the Primary Health Networks (PHNs) listed in the Grant Opportunity Guidelines. PHNs are invited to apply for this grant opportunity as they have been assessed to have: Capability to deliver the project activities in the project location Existing infrastructure and relationships to support the project activities Existing knowledge of and capability to deliver the project objectives and outcomes PHNs utilise consortia arrangements, local knowledge and linkages with other services in commissioning lead agencies to operate headspace services in their catchment region. The most effective method of delivering activities of this nature is to utilise the existing skills and knowledge of PHNs. This approach has been determined to provide the best value for money. A Primary Health Network (PHN) that was successful in obtaining funding for relocation or refurbishment of a headspace service in the 2024–25 grant round may apply for additional funding in this round if cost increases have prevented them from undertaking their original activity work plan. Applications made for this reason must clearly demonstrate the need for supplementary funding and provide supporting evidence as outlined in the Assessment Criteria section. Further guidance on how to apply under these circumstances is provided in Section 6: Criteria. An organisation which successfully received funding in the 2024-2025 grant round for refurbishment or relocation of their services may not be given priority in this grant round should they decide to apply again for either of these categories. This approach ensures a fair distribution of resources and opportunities among all applicants, allowing new and diverse projects to benefit from the available funding. How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Read the requirements in full
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
