Illuminate The Hills - Christmas Lights Display

Overview The Hills Shire Council invites submissions from suitably qualified and experienced contractors for the design, supply, installation, maintenance and removal of the Illuminate The Hills Christmas lights display at the Queen Elizabeth II Memorial Rose Garden, Baulkham Hills. The contractor will be responsible for the design, supply, installation, operation, maintenance, and dismantling of the display, with all works to be completed within the timeframe specified by Council. Scope The scope includes: Display Period The Christmas lights display must be fully operational for the entire month of December, including operation on Christmas Day and Boxing Day Rehearsal and testing: Tuesday 23 November 2027 Official switch on / media / opening event: Thursday 25 November 2027 Operational period: Thursday 25 November 2027 to Saturday 1 January 2028 (dates may be subject to change) Design Requirements Creating a sense of wonder, exploration, and immersion for visitors Providing a family-friendly and visually engaging experience Demonstrating a consistent and cohesive theme across the entire site Enhancing key landscape features and visitor pathways Supply Requirements Supply and installation of a variety of Christmas lighting displays throughout the site, extending across the full length of the Rose Garden One illuminated Nativity scene LED rope lighting along all designated garden pathways Uplighting of eighteen palm trees along Roxborough Park Road General uplighting throughout the venue Decorative lighting on the rotunda structure Feature lighting to highlight the commemorative plaque beneath the tree at the base of the Roxborough Park Road stairs Digital data projection onto the Waves wall, designed to align with and enhance the overall Christmas theme across the venue, aligned with Council's branding for the event and including the Council logo Installation, Operation and Maintenance Full installation and commissioning of all display elements Ongoing maintenance to ensure continuous operation throughout the display period Timely rectification of faults or outages Complete dismantling and removal of all infrastructure at the conclusion of the display period Electrical and Infrastructure Requirements Provision of all cabling, electrical connections, and infrastructure required for operation Connection to existing site power or provision of an alternative power source where required Ensuring all electrical works and installations comply with relevant Australian Standards and regulations Secure stabilisation of all Christmas display elements using appropriate weighting systems Coordination with Council's nominated electrical contractor to confirm connection points and capacity, noting limited access to three-phase power onsite and that penetration of the ground, including pegging or staking, is strictly prohibited Plant, Equipment and Labour Provision of all necessary transport, plant, equipment, and labour required to deliver the works Provision of all safety infrastructure, including but not limited to weights, cable protection trays, and barriers Ensuring plant and machinery is not operated on grassed areas due to the presence of underground irrigation systems Undertaking works in a manner that prevents damage to turf, landscaping, and existing infrastructure Contractor Requirements Suitably qualified and experienced contractor for the design, supply, installation, maintenance and removal of the display Suitably qualified and experienced personnel for all works
