Infringement Issuing Application

Overview Northern Beaches Council is seeking a provider to supply an Infringement Issuing Application for both parking and other local law offences, together with the required integration services and ongoing support and maintenance. About Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community. Northern Beaches Council is working closely with the community to build strategies that enhance quality of life, promote sustainable development and protect the environment. Scope The scope includes: Provision of an Infringement Issuing Application for both parking and other local law offences Provision of required integration services Ongoing support and maintenance of the application Integration with Flowbird parking meters Integration with the EasyPark payment app Integration with the CelloPark vPermit solution Infringement lifecycle services are managed by Revenue NSW. Contract Terms and Conditions Contract term of three (3) years Two (2) one (1) year extension options exercisable at Council's discretion Contractor Requirements Council will evaluate the Tender based on the technical response to the requirements of the Tender, along with the commercial risk and compliance, the Fee and future maintenance and other life-cycle costs. Demonstrated past experience of the Tenderer Environmental sustainability and social equity Proposed methodology The Fee, including Schedule of Lump Sum Fee, Schedule of Rates and Materials, and Other Fees The information used to evaluate the Tender will include, but may not be limited to, the information submitted by the Tenderer in the Schedules. Evaluation Criteria Demonstrated past experience of the Tenderer, including Business Information, Performance Information, Personnel, Subcontractors and Consultants Schedules (F3, F5, F9 and F10): 20% Environmental Sustainability and Social Equity (Schedule F8): 10% Proposed Methodology, including Quality Assurance, Proposed Methodology, Technology and Security Requirements, and Maintenance Schedules (F6, F13, F14, F15): 40% The Fee, including Schedule of Lump Sum Fee, Schedule of Rates and Materials, Schedule of Rise and Fall and Other Fees (Schedule F16): 30% Instructions to Tenderers Full tender documents are available for download at a cost of $75.00 (inc.
