Les Shore Reserve - Lighting Upgrade

Overview The Hills Shire Council is seeking appropriately qualified and experienced respondents for the design and construction of a lighting upgrade at Les Shore Reserve, in accordance with the specifications. Scope Design The scope includes: Assessment of the site's current switchboard capacity, cabling conditions, pole wiring and earthing, and determination of any need for cabling upgrades and software control improvements Design incorporating Council's preferred control system, Civicplay by Ericom Design of the lighting configuration to all fields achieving 100 LUX average with compliant uniformity ratio, in accordance with AS 2560.2 Sports Lighting Standard Assessment of horizontal and vertical illuminance, lighting uniformity, glare ratings and light spill per AS 2560.2 Completion of geotechnical investigation to proposed pole locations, pole footing design, conduit routes, pits and trenches, and equipment pads Delivery of single line diagrams, cable sizing, and protection and earthing system design Delivery of pole design, wind loading calculations and foundation certification Delivery of photometric modelling and compliance assessment Coordination of the lighting infrastructure design with the drainage and irrigation detailed designs provided as information-only documents within the RFT, with the drainage and irrigation layout taking precedence over the electrical layout and the electrical infrastructure sitting outside the drainage and irrigation layout Field 1 Renewal to LED, including possible upgrade to lighting configuration Replacement of timber poles Determination of the viability of the current four pole configuration with existing poles retained; if not viable, moving to a six pole configuration Six pole oval design to remain outside the oval playing surface to optimise playable field configuration and maintain summer cricket capacity If achievable, inclusion of the ability for a full-sized rectangular field to be lit to 100 LUX with a two-tier operation capacity (training/game) Fields 2 and 3 Provision of full field configured lighting to Fields 2 and 3 meeting 100 LUX average Removal of existing timber poles to the eastern side of Field 2 Retention and re-use of cross arms and LED luminaires from the 25/26 interim upgrade Retention of capacity for summer cricket to Fields 2 and 3 with no intrusion on the playing field by lighting infrastructure Construction Site establishment, including site set out, provision of temporary construction fencing, environmental controls and other preliminaries Identification, protection and retention of all existing services and other council assets Installation of all electrical and lighting infrastructure as per design Restoration of the site surrounding the immediate construction zone, including making good of areas outside the construction zone Removal of all generated waste material during construction off site, at the contractor's expense, to an authorised waste facility Allowance for a six week turf establishment period after installation, if turf is required for make good Submission of works-as-executed drawings in PDF format prior to Practical Completion being awarded Time frame of work The site is occupied by both cricket (summer season) and soccer (winter season). Due to this use, the electrical works ideally need to be completed in accordance with the following schedule: Fields 2 and 3 to be completed by the end of March 2027, allowing soccer to commence use of Fields 2 and 3 for training purposes at the start of the season, with cricket only having use of Field 1 during this time Field 1 to commence in April 2027 at the conclusion of the cricket season, with soccer only using Field 1 for training purposes during the week due to lights being available Drainage and irrigation works may occur simultaneously due to time constraints in delivering both projects. Drainage and irrigation works to Fields 2 and 3 are expected to occur during January to March, to allow enough time for the grass to recover before soccer commences in April.
