About this tender

Overview Ballina Shire Council is seeking a contractor to undertake the detailed design, supply, construction, testing and commissioning of augmentation works for the Lindsay Avenue sewer pump station (SP2402). About The Lindsay Avenue sewer pump station (SP2402) is a critical asset in the Ballina Shire Council (BSC) sewer network, receiving flows from SPS2401, SPS2404, and direct gravity connections before pumping directly to the Ballina Wastewater Treatment Plant (BWTP) via a long dual-rising main setup, with only the smaller rising main connected and operating to date. Existing pumps at this pump station site are KSB E150-405 33kW, with a design flowrate of 40.3 L/s, and are assumed to be under-sized for the anticipated interim flows from developments CURA A and CURA B. Planit Consulting were engaged by BSC to conduct concept flow and station upgrade investigations. The concept report and drawings are contained in Appendix A. The investigation confirms that SP2402 requires progressive augmentation to accommodate future growth within Area F and ensure compliance with servicing and environmental standards. Purpose Implementation of the staged upgrade strategy will enable BSC to maintain reliable sewer services, integrate the CURA A/B Interim SPS, and provide for ultimate development within the catchment. Scope The Works comprise detailed design, supply, construction, testing and commissioning of augmentation works for the existing sewer pump station, including all civil, structural, mechanical, electrical, instrumentation, control and associated works required to provide a complete operational facility. The scope includes: Condition assessment of existing station infrastructure, as input to design New two-way cross connection assembly to connect the second larger rising main (early-works package likely required) Upsizing of pumps Valve pit upgrades (to be verified during detailed design) Switchboard upgrade, including new VSD control Dedicated switchboard building, including HVAC, ventilation, insulation, water service, lighting Telemetry integration interfaces with Council-engaged SCADA contractor Antenna upgrade (BSC-supplied item) Standby generator provision New permanent bypass connection point Odour and ventilation improvements Site drainage and flood resilience Recycled water connection for maintenance and well washing Works to establish temporary bypass pumping during construction Emergency storage augmentation (to be verified during detailed design) Full station and gravity/rising mains commission up to the downstream end of the new SP2402 cross connection, including Treatment Plant and Summerhill Estate/North Ballina cross connection flow impact verification, and/or commission of the full length of gravity and rising mains from SP2402 to Ballina Treatment Plant (to be verified and justified either in the tender submission or as part of detailed design) All WAE and handover, quality assurance and certification documentation packages

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
