Overview Maitland City Council is seeking an appropriately qualified Service Provider to prepare a long-term Master Plan for the Maitland Aquatic Centre. About Maitland City Council is located at Maitland in the Hunter Valley of New South Wales, situated on the Hunter River approximately 166 kilometres by road north of Sydney and 35 kilometres north west of Newcastle. Council is planning for a growing and changing community, with population projections indicating significant growth across the Maitland Local Government Area, increasing demand for aquatic, recreation, health and wellbeing infrastructure. The Maitland Aquatic Centre is Council's principal aquatic facility and plays an important role in delivering learn-to-swim, recreation, health, fitness and community outcomes. As Council's primary city-wide aquatic facility, the Aquatic Centre is expected to continue evolving to meet the needs of a growing and changing community. Purpose The objective of this project is to engage an appropriately qualified Service Provider to prepare a long-term Master Plan for the Aquatic Centre that will guide future development, investment priorities, staging and funding opportunities. Scope Preparation of a long-term Master Plan for the Maitland Aquatic Centre to guide future development, investment priorities, staging and funding opportunities Instructions to Tenderers RFQ Acknowledgement Respondents are requested to complete the RfQ Acknowledgement Form (document titled 02. 2026000652 Maitland Aquatic Master Plan Project Acknowledgment Form.docx) and return it via email to acknowledge that they will be submitting an application. RfQ Acknowledgement Forms must be submitted no later than 12.00pm (EST) Thursday 3rd September 2026 to suellen.goyne@maitland.nsw.gov.au. Instructions to Populate Response Documentation Respondents must complete the questions contained in Request for Proposal Part 2 (document titled 05. 2026000652 Maitland Aquatic Master Plan Project Request for Proposal Part 2.docx) provided within the RfQ pack. Respondents must respond in the boxes provided and expand the space as necessary. Council prefers responses in each section be limited to less than 500 words; where additional relevant documents are attached, a reference to the attachment must be included in the relevant section. Responses will be used within the evaluation process in conjunction with the submitted pricing file. Respondents must provide a response to all questions set out in the Request for Proposal Part 2 document. Any question left blank will receive an evaluation rating of 0 for that question. Respondents must not alter the content or format of the document. Attachments must only contain relevant information and be provided as supporting material, not a substitute for a response to a particular question. Attachments must be clearly identified and numbered numerically in the same order as the questions, with the item number included in the naming convention of the attached file. Respondents may state "Not applicable" for any items that do not apply. Submissions must be made using an electronic copy of this document in its original native file format; the document must not be submitted as a PDF. All questions must be completed. Pricing Respondents are requested to submit pricing using the pricing file within the RfQ pack (document 07. 2026000652 Maitland Aquatic Master Plan Project Price File.xlsx). If a Respondent wishes to add additional tasks not considered by Council, these should be populated in the spreadsheet under "Other" using the same methodology. Submissions must be made using an electronic copy of this document in its original native file format; the document must not be submitted as a PDF. Contract Terms Specification and contract terms and conditions will be based on the form of contract attached (document 09. 2026000652 MCC Minor Services Agreement Maitland Aquatics Master Plan.pdf). Respondents should carefully read the draft contract document and review all required information. Where a Respondent wishes to raise an issue for Council's consideration regarding the terms and conditions of the draft contract, this must be detailed in the departure table (document titled 08. Register of Contract Deviations), including the relevant page number, clause, description and clarification for consideration. Tenders must remain valid and open for acceptance by Council for ninety (90) days from the date of submission. Respondent Questions Questions during the RFQ process must be submitted in writing via the Online Forum. The Principal will respond to questions through the same channel to ensure each party receives the same information. Lodgement of RFQ The RfQ will be issued on Thursday 27th August 2026 via the Tendering Portal. Respondents must populate all required information and attach supporting or additional documentation as required. Applications, including all accompanying documentation, must be submitted via the Tendering Portal (refer document titled 04. Responding to an ERFx Notice.pdf). Council may extend the closing date by notice to candidates. All tenders must be signed by an officer or authorised signatory of the company submitting the tender. Site Inspection A site visit is a mandatory condition of the RfQ. Date: Tuesday 8th September 2026 Time: 1.30pm EST (estimated to take 1 hour) Location: Maitland Aquatic Centre, Maitland Park, Les Darcy Dr, Maitland NSW 2320 Attendance: Respondents must send an email attaching the RfQ Acknowledgement Form (document titled 02. 2026000652 Maitland Aquatic Master Plan Project Acknowledgment Form.docx) to suellen.goyne@maitland.nsw.gov.au acknowledging that a representative or representatives of the Respondent will attend the facility for the inspection, including the number and names of attendees. This must be advised by 12.00pm (EST) Thursday 3rd September 2026. PPE: Respondents attending the site visit must wear enclosed footwear.
