About this tender
Overview Transport for NSW (TfNSW) is seeking Expression of Interest submissions from a professional services contractor to complete the concept design for the Menangle Road Upgrade, covering the section of Menangle Road between Tindell Street, Campbelltown and Cummins Road, Menangle Park. About Menangle Road is a state road that serves as the primary north-south access route between Campbelltown and Menangle Park for current and future residents. The existing approximately 7.2 kilometre section of road between Tindell Street, Campbelltown and Cummins Road, Menangle Park is generally two lane, two way, starting in a commercial area, passing adjacent to residential areas, and continuing to the newer developments in Menangle Park. The current configuration of Menangle Road is inadequate to service elevated future traffic demand, and the existing state and local road networks do not provide ready connectivity to current and future land release areas. The Greater Macarthur Growth Area will see the development of nearly 58,000 new residences over the next 18 years, a 72% increase over 2016 population levels of 79,000, generating a proportionate increase in traffic demand for the region. Transport for NSW is proposing to duplicate Menangle Road, including the bridges over the Water NSW Upper Canal and Hume Highway, along with active transport components to meet the future needs of the corridor. Public transport connectivity with a focus on bus priority will be a core component of the project. The future capacity and accessibility functions of Menangle Road have already been investigated to understand the long-term functional requirements of the corridor, and strategic options have recently been developed. Purpose Transport for NSW's commitment to improving efficiency, reliability, safety and corridor resilience is intended to result in an improved corridor that serves current and future travel demands. Providing an integrated shared path along Menangle Road between Tindell Street, Campbelltown and Cummins Road is intended to enhance pedestrian and cyclist safety and connectivity. Objectives The objectives of the Menangle Road between Tindell Street, Campbelltown and Cummins Road, Menangle Park Project are: Provide connection to housing development and housing acceleration in the region Improve travel times Improve access to public transport and regional centres such as Campbelltown Improve active transport facilities for all ages and abilities Improve capacity to meet future traffic demand Scope The scope includes: Completion of the concept design to 20% (core) and 50% (contract option) design stages Gap analysis of site investigations Constructability and delivery staging review Microsimulation traffic modelling Rail and CCP impact assessment and design Environmental studies to update the existing PESPI and inform the concept design, including but not limited to biodiversity, flooding, noise and vibration, and traffic and transport Contractor Requirements Appropriate qualifications and experience as a professional services contractor to complete the concept design for Menangle Road Instructions to Tenderers Any Price and Non price percentage published under Evaluation/Weighting as part of this opportunity advertisement is the default setting of a mandatory field and does not apply to this opportunity.
