Microsoft 365 Optimisation & Maturity Assessment

Overview The Australian Reinsurance Pool Corporation (ARPC) is seeking information from suitably qualified Microsoft partners regarding the delivery of an independent Microsoft 365 Optimisation and Maturity Assessment. This is a Request for Information (RFI), and the procurement process is implied by the RFI. About ARPC has invested significantly in the Microsoft 365 platform, including Microsoft 365 E5 licensing and associated cloud services. ARPC's primary users include business employees, executives, IT administrators and Information Security personnel who rely on Microsoft 365 for communication, collaboration, document management, endpoint management and productivity. Purpose As Microsoft continues to evolve its Modern Work platform, AI capabilities and collaboration services, ARPC is seeking an independent assessment to better understand whether its environment aligns with current industry best practices and whether the organisation is fully leveraging the capabilities available within its existing investment. This RFI is intended to assist ARPC in understanding the services, methodologies and engagement models available in the market. Objectives The desired outcome is a prioritised set of recommendations, together with a roadmap to improve governance, security, collaboration, user adoption and overall value from ARPC's Microsoft 365 investment. Scope ARPC is seeking an independent assessment to determine whether the current Microsoft 365 environment is aligned with industry best practices and is being utilised effectively across the organisation. The assessment should evaluate both the technical implementation and organisational maturity of the Microsoft 365 platform. The vendor is expected to conduct discovery workshops with business and technical stakeholders to understand current business processes, operational requirements, governance arrangements and future objectives before undertaking the assessment. The scope includes: Conducting discovery workshops with business and technical stakeholders prior to undertaking the assessment Assessment of Microsoft Entra ID and Identity Governance Assessment of Microsoft Intune, including device deployment, Autopilot, compliance, configuration profiles, application deployment, update management, endpoint security, policy configuration and operational best practices Assessment of Microsoft Teams Assessment of SharePoint Online Assessment of OneDrive Assessment of Exchange Online Assessment of Microsoft Purview Assessment of Microsoft Defender Assessment of Power Platform governance Assessment of Microsoft Planner and collaboration services Assessment of AI and Microsoft 365 Copilot readiness Assessment of Microsoft 365 governance, administration and operational model Contractor Requirements Vendor must be a suitably qualified Microsoft partner able to deliver an independent Microsoft 365 Optimisation and Maturity Assessment The engagement is advisory only and should not include implementation activities Assessment activities must minimise disruption to business operations The assessment should be performed remotely where practical, with workshops conducted with key business and technical stakeholders Access to production systems must be agreed prior to commencement Recommendations should consider ARPC's existing Microsoft 365 E5 licensing and current technology roadmap Any recommendations should align with Australian Government security and governance requirements where applicable Instructions to Respondents ARPC intends to complete the market assessment during September 2026. The preferred engagement would commence in late September or early October 2026. The outcome of this engagement will inform ARPC's Microsoft 365 optimisation roadmap and support future initiatives, including Microsoft 365 Copilot adoption. Vendors should provide indicative timeframes for delivering an engagement of this nature, including discovery workshops, assessment activities, reporting and presentation of findings.
