Milton Ulladulla bypass – Expression of Interest (EOI)

Overview Transport for NSW (TfNSW) is inviting suitably experienced and qualified organisations to participate in an Expression of Interest (EOI) for the design and construction of the Milton Ulladulla bypass. About The Milton Ulladulla bypass (MUB) will be jointly funded by the Australian and NSW Governments. Purpose The project will improve safety and travel reliability by bypassing the Milton and Ulladulla town centres, reducing congestion, supporting more efficient freight and tourism movements, and enhancing connectivity for local communities and regional traffic. The bypass will also improve network resilience and help separate local and through traffic, creating more liveable town centres and safer transport outcomes for all road users. Scope Design and construction of the Milton Ulladulla bypass (MUB), a critical upgrade to the Princes Highway on the NSW South Coast Contractor Requirements Compliance with the Transport Statement of Business Ethics through the procurement process and any subsequent contract period Compliance with the NSW Government Procurement Policy Framework, NSW Government Supplier Code of Conduct, and New South Wales Industrial Relations Guidelines: Building and Construction Procurement Accreditation under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) for 'building work' at the time of entering into the contract for the project, with accreditation maintained while the 'building work' is being carried out. Information on the Scheme is available on the Australian Government website at fsc.gov.au Instructions to Tenderers The successful tenderer will be selected through a two-phase procurement process. The first phase requires applicants to submit an EOI in response to the EOI documents. A shortlist of applicants will then be selected from this EOI process and invited to tender for the project. The EOI documents and further details related to the EOI process are available only via the project data room. To gain access to the project data room for the EOI stage, prospective applicants will need to complete, sign and return the corporate confidentiality deed (in accordance with the instructions in that deed) and the initial data room representatives form (Annexure 1 to that deed) to: MUB_procurement@transport.nsw.gov.au Following receipt of these duly executed documents, access to the EOI documents will be granted. The project data room is expected to be available for access from 21 September 2026. Transport is considering the payment of bid cost contributions. Payment of any bid cost contribution is not guaranteed, and is subject to the relevant approvals, submissions providing innovative approaches to construction, and providing better 'value for money' solutions to Transport, including NSW Treasury.
