About this tender

Overview North Sydney Council is seeking applicants to respond to a Request for Quotation for the comprehensive condition assessment of Council's seawall assets. Applicants should refer to the Request for Quotation document for full details. Applicants must have the requisite qualifications and relevant professional experience to respond to the Request for Quotation. Purpose The outcomes of this assessment will inform Council's asset management planning, capital works prioritisation and future budget allocation. Scope North Sydney Council has 42 seawalls under its care, control and management, with a total length of approximately 4,859 m and a combined area of approximately 16,517 m², as recorded in Council's seawalls asset register (Appendix A). The assets are distributed across the Cammeraygal Ward (30 assets) and St Leonards Ward (12 assets). Works to be completed under this Contract comprise the detailed condition assessment of the seawalls within the North Sydney Council Local Government Area and the backfill behind these walls, and the delivery of updated asset data for every seawall in Council's standard asset data format (Appendix C). These works have been divided into three separable parts: Part 1: Detailed visual condition assessment of all 42 seawalls listed at Appendix A, including inspection of the face of the wall, the crest and drainage elements, the horizontal surface behind the seawall (within the zone of influence), and the toe of the seawall. For sections where the toe is under water at low tide (Council's previous audit estimated this at approximately 3.5 km of seawall), inspection is to be carried out using divers, remote-controlled camera or equivalent. For approximately 650 m of seawall where the toe remains under water at low tide but can be inspected using waders, bidders should verify these quantities. The inspection method is to be detailed by the Consultant. This part also includes an assessment of structural adequacy and remaining useful life, a risk-based prioritisation of the portfolio with indicative costs for recommended works, and completion of Council's Seawalls Asset Data Template (Appendix C) for every asset Part 2: Detailed investigation of the backfill behind seawalls in the North Sydney Council Local Government Area, including inspection for voids using Dynamic Cone Penetrometer (DCP) testing equipment at locations based on visible subsidence observed on the surface behind the seawalls and seawall sections found to be in condition 4 or 5. All DCP testing locations are to be restored to match existing levels and finish, with compaction carried out in layers of 150 mm maximum thickness. Additional material may be required Part 3: Production of a report detailing the Backfill Investigation results Contractor Requirements Applicants must have the requisite qualifications and relevant professional experience to respond to the Request for Quotation Contract Terms and Conditions All works, reports and deliverables must be completed and provided to Council no later than 1 June 2027

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
