Overview Eurobodalla Shire Council is issuing this open Request for Tender (RFT) for the management and operation of the Bay Pavilions Aquatic Centre, Moruya War Memorial Swimming Pool and Narooma Swimming Pool, along with associated services. Purpose Council is seeking a suitably experienced contractor, or contractors, to undertake the management and operation of its aquatic facilities and associated services. Council has elected to offer separable packages so that Tenderers may submit for one or more individual packages or bundles of packages, aiming to balance simplicity and operational efficiency and create a pathway for both specialist or locally based operators and larger providers. Objectives Achieving best value for money from Council's aquatic facilities contract(s) Enabling more specialist and/or locally based providers to submit viable tender offers Ensuring that the Bay Pavilions Aquatic Centre retains its premier, five-star status Scope The scope includes three separable packages, and Tenderers may submit a Tender for singular package(s) and/or a bundle of packages: Management and operation of the Bay Pavilions aquatic and fitness (gym) facilities Provision of food and beverage services for the Bay Pavilions, including the café, poolside canteen and meeting room catering Management and operation of the Moruya War Memorial Swimming Pool and Narooma Swimming Pool, and facilitation of access to other on-site facilities (meeting room and kiosk) Contract Terms and Conditions Contract term of four years, with two three-year extension options Tender Briefing and Site Inspection A Tender Briefing to all interested providers will be held on-site at the Bay Pavilions Aquatic Centre, followed by Site Inspections of the three facilities. The Tender Briefing and Site Inspections are mandatory for Tenderers to attend and are expected to take a full day. Date: Wednesday 5 August 2026 Time: 10am (AEST) Location: Bay Pavilions Aquatic Centre Attendance: Mandatory, maximum of three attendees per Tenderer Tenderers must notify Council before 11am (AEST) on Monday 3 August 2026, via the portal, of their intention to attend the RFT briefing. Instructions to Tenderers A copy of any presentation material, together with responses to key questions, will be made available to all Tenderers after the Tender Briefing through the portal.
