PEERS – Supply of Electricity Inclusive of Renewable Energy

This Tender is invited by the Issuer. Invitation to Respond The Southern Sydney Regional Organisation of Councils (SSROC) invites submissions from appropriately licensed electricity retailers in response to this request for Expression of Interest (EOI). This EOI constitutes Stage One of a two-stage selective tender process for the supply of electricity, including renewable energy, to 36 participating NSW Councils. EOI Submission Requirements Participation in this procurement process is subject to respondents completing and submitting the qualification, eligibility, and compliance information specified in this document. All qualification EOIs must be received by 2:00 pm (AEST) on Thursday 2 July 2026. EOIs received after this time and date may not be accepted. Evaluation and Next Stage EOI qualification responses will be assessed in accordance with the Qualification Criteria and meeting the mandatory service requirements outlined in this Request for EOI. Respondents assessed as meeting SSROC’s mandatory service requirements, industry experience, sustainable financial capacity and capability will be shortlisted as a pre-qualified retailers and will be invited to an Industry briefing with SSROC. Pre-qualified retailers will be formally invited to participate in Stage Two, a Selective Tender process. It will include pricing, meeting the detailed service and commercial requirements, a prescribed response schedule, consideration of the proposed Preferred Supplier Master Agreement (PSMA) and access to interval data via a secure electronic portal. Estimated Electricity Load This is the largest electricity procurement by a single group in Local Government in NSW. Consisting of 36 NSW Councils, the estimated total electricity load is approximately 242GWh per annum. About 220GWh is renewable energy that is encouraged to be sourced from multiple sites and technologies. It consists of approximately 5,000 small sites, 600 large sites and 51,976 MWh for streetlighting. The contract start date is 1 January 2027 with the potential for loads to increase during the term. The total load estimate and the renewable energy component is subject to change and will be notified more accurately in subsequent documentation in the selective tender process along with interval data where available.
