About this tender

Overview This opportunity is for the development of a privacy management framework for traffic monitoring cameras, intended for use across the Austroads membership base. Purpose The purpose of this project is to develop a privacy management framework to help transport agencies and road managers manage privacy and risks associated with traffic monitoring cameras, while continuing to enable legitimate operational, safety and network management outcomes. Scope The scope includes: Development of a privacy management framework for traffic monitoring cameras suitable across the Austroads membership base (the Framework) Preparation of the Framework as a relatively short-form document suitable for ongoing use, with purpose and form distinct from the Research Report (for example, the Framework document does not include the literature review) Preparation of a longer form Research Report to support the Framework Delivery of a webinar to assist dissemination of the Framework Delivery of interim deliverables and project management artefacts as specified and/or as required for the conduct of the project Fitness for purpose requirements for the Framework To achieve fitness for purpose, the Framework must: Provide practical guidance that assists day to day camera users within road infrastructure manager organisations to navigate the requirements and clearly understand what they must or must not do Be comprehensive in its own right, addressing all or almost all relevant aspects of privacy management for traffic monitoring cameras, with any agency-specific supplementation being optional for local tailoring rather than required to fill fundamental gaps Be relevant for both use of camera images within the owning road infrastructure manager and with respect to any sharing of camera images outside that road infrastructure manager Address use both by humans and by system functions such as image processing and artificial intelligence Address both intended use and the management of unintended use Address situations that arise from the recording and storage of camera images or footage Address whole-of-life considerations across policy, planning, design, commissioning, operation, maintenance, decommissioning and disposal Achieve credibility on its merits as to how it achieves privacy management, while also being defensible to relevant stakeholders, addressing both the overlap and any difference between being credible and being defensible Be supported, but not primarily underpinned, by Austroads branding and the rigour of Austroads publication processes Facilitate productive and legitimate use of traffic monitoring cameras by transport agencies by limiting, to the minimum needed to remain sufficient and credible, the imposition of friction (such as administrative processes and reviews) and the imposition of system and infrastructure costs of aligning to the Framework, both overall and at a unit level (for example, camera by camera) Be adoptable across the Austroads membership base without requiring member agencies to override it, remaining sensitive to differences in regulatory environments, infrastructure and systems, and business operations and processes between member agencies, with any local customisation or complementary supplementary elements being preferable to a need to override or strike out parts of the Framework Deliverables This project will produce the following deliverables: Brief Guideline (or an alternative suitable and agreed format) containing the Framework Supporting Research Report complementing the Framework, including the methodology and evidence base supporting the Framework and other aspects generally required for an Austroads research report Project data with a populated metadata spreadsheet Webinar Project management artefacts and interim deliverables Intended end users The final Framework document is expected to have a broad audience, including: Those within road infrastructure managers who make regular or occasional use of cameras Those within road infrastructure managers who set policy or make designs around the use of cameras Those who may be seeking access to video footage from road infrastructure managers Those who have potential concerns about a camera used by road infrastructure managers For those within road infrastructure managers, the Framework should provide best practice guidance. For those outside road infrastructure managers, the Framework should assist understanding of the practices of road infrastructure managers. The supporting Research Report is expected to have a smaller audience, limited primarily to select key people within road infrastructure managers and those amongst Framework document users seeking to understand the rationale for an aspect of the Framework. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
