About this tender
Overview The Department of Finance is establishing a new Government Content Management System (GovCMS) Drupal and Digital Experience Platform (DXP) Services Panel Arrangement through an open Approach to Market (ATM). The panel will provide Commonwealth, state, territory, and local government entities with digital experience, content personalisation, training, support, and Drupal services. Scope The panel arrangement covers the following three categories: Category 1, General Drupal and Digital Experience Services: professional services such as strategic advisory, UX and design, Drupal development, integration, content migration, support, and digital standards compliance Category 2, Fixed Price Drupal and Digital Experience Platform (DXP) Service Packages: website assessments, accessibility audits, application support, discovery and design activities, implementation projects, support retainers, and training Category 3, Digital Experience Platform (DXP), Content Personalisation and Integrated Solutions: software and tools, including analytics, search, digital asset management, automation, and other tools that help agencies deliver more engaging and user-focused online services Eligibility At the Closing Time, the Tenderer must: Be a single legal entity recognised under Australian law Hold all Valid and Satisfactory Statements of Tax Record required for the Tenderer's entity type Contract Terms and Conditions Services are anticipated to commence in quarter 3, financial year 2026/2027, for an initial period of three years An option exists to extend for a further period (or periods) of up to three years in total, which may be taken as whole or part periods of time, and in any number or combination of time periods Instructions to Tenderers Suppliers may tender for Category 1, Category 3, or a combination of categories. Category 2 cannot be tendered for as a standalone category; to be considered for Category 2 Services, a supplier must also tender for Category 1 Services.
