Provision of services for the Emergency Locum Service (ELS) Program
Tender Overview
About this tender
The Pharmacy Program Administrator (PPA), a division of AHA Pty Ltd, is seeking quotations for services related to the operation of the Emergency Locum Service (ELS) program. The ELS program provides support to pharmacy owners in rural and remote areas through direct access to pharmacist locums in emergency situations such as illness, bereavement, or family emergencies. The service aims to place a locum in any location in Australia within 24 hours, for a maximum of seven days. The successful tenderer will be responsible for receiving and assessing ELS applications, making locum placements, claiming for reimbursement of locum travel expenses and providing the PPA with relevant reports regarding program delivery. The successful tenderer will be required to provide ELS program services from 1 January 2027. Suitable suppliers with appropriate experience, expertise and capacity to deliver the required services are invited to submit responses in line with the RFQ documentation and guidelines. RFQ documentation and answers to any queries received from prospective suppliers will be published on https://www.ppaonline.com.au/els-tender-2. RFQ submissions close on Tuesday 29th September at 5pm AEST. Queries related to the RFQ must be sent to ppa@ppaonline.com.au by Tuesday 22nd September 2026.
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Read the requirements in full
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
