Request for proposal – Child Mental Health & Wellbeing Program

Overview Central and Eastern Sydney PHN (CESPHN) invites proposals to implement a time-limited pilot of a child-focused outreach model for primary school-aged children (typically 5-11 years) and their families. The model will be delivered by a multidisciplinary team, including senior clinicians experienced in child mental health and wellbeing, providing co-located and outreach services across community, primary care and school-connected settings. Purpose The service aims to improve mental health, wellbeing and developmental outcomes for children and families through early, family-centred, trauma-informed care. It is intended to increase access to timely, culturally safe support, reduce service barriers, enable coordinated care, and deliver flexible, multidisciplinary responses to a range of needs, with a focus on children with emerging or moderate needs (IAR Levels of Care 2-4), including those currently outside eligibility thresholds for existing services. Scope The scope includes: Delivery of assessment, evidence-based intervention, consultation, shared care and service navigation for children aged 5-11 and their families Provision of services through a multidisciplinary team, including senior clinicians experienced in child mental health and wellbeing Delivery of co-located and outreach services across community, primary care and school-connected settings Strengthening integration and collaboration with general practice, education, community services and Local Health Districts Building primary care capacity to support children and families with emerging or moderate needs (IAR Levels of Care 2-4) Funding Total funding available: $1,219,225 (excl GST) Funding period: FY 2026/27 to FY 2027/28 Instructions to Tenderers Eligible applicants are invited to apply for the Child Mental Health & Wellbeing Program.
