Water Reclamation Plant Digestor Coffs Harbour

Overview Coffs Harbour City Council is seeking a suitably experienced contractor to deliver a design and construct package within operational water reclamation facilities, with priority given to commissioning the Coffs Harbour digestor works. About Coffs Harbour is positioned halfway between Sydney and Brisbane. It is a regional coastal city of approximately 85,000 people, nestled between the coastal slopes of the Great Dividing Range and 80 kilometres of beaches, and is recognised as a dynamic and rapidly expanding economic hub. Scope The scope includes: Delivery of a design and construct package within operational water reclamation facilities The procurement is structured as four separately priced Separable Portions Priority commissioning of the Coffs Harbour digestor works The City will consider compliant alternatives that demonstrate whole of life value, reduced delivery risk, improved program outcomes, or an approved alternative biosolids treatment and disposal pathway. Contractor Requirements Suitably experienced in delivering design and construct packages within operational water reclamation facilities Tender Briefing and Site Inspection A non-mandatory site visit will be offered to proponents as part of this RFT. Date: Thursday 17 September 2026 Time: 9:00 am at Coffs WRP; 1:30 pm at Woolgoolga WRP Status: Non-mandatory Although the site visit is not mandatory, the City highly recommends that proponents take advantage of this opportunity to fully inform themselves of the site. The visit can be organised by contacting the Nominated Contact (see also the Project Overview in the RFT document). Instructions to Tenderers RFT documents may be obtained after registration on Tenderlink. Available information includes concept designs, geotechnical results, a structural radar scan, process reports, and the current environmental approval. RFT enquiries should be directed to Mr Geoff Newton, Project Manager, via the Tenderlink online forum by COB Wednesday 7th October 2026. Completed RFT responses are to be submitted via the electronic tender box only, using the editable MS Word document supplied in the RFT document package. Respondents will receive a Successful Submission Receipt, timed and dated upon completion. The City is not bound to accept the lowest priced RFT or all or any part of the RFT, and reserves the right to conduct the RFT process and select the successful respondent as it sees most advantageous. City staff are unable to respond to verbal enquiries in relation to the proposal. Late, verbal, faxed, or emailed submissions will not be accepted. Canvassing of Councillors and members of City staff other than the contact detailed above by a tenderer may render their tender submission ineligible for evaluation.
