About this tender
Scope of Work: The scope of works (the “Works”) includes the Project Management, Procurement, Manufacture, Installation, Testing, Commissioning, Certification and handover including all Safe working required and supply of all materials, tools and labour for the Zone 3 Main North CSEE Track Circuit Upgrade works at various locations in Hunter Valley as listed below. Separable Portion 1 – Dartbrook to Murulla (Excl.) (a) The existing CSEE Track Circuit components are to be renewed and upgraded from Dartbrook (297.000Km) to Murulla (Excl.) (336.680Km) as per As Designed IFC provided. (b) Replace CSEE Track Circuit Tuning and Matching units with Single Tuning Matching Units (TMU). (c) Renew track leads and track lead rail connections and associated crimped lugs. (d) Confirm the Track Lengths where required as requested in As-Designed IFC copies. Separable Portion 2 – Murulla (Incl.) to Braefield (a) The existing CSEE Track Circuit components are to be renewed and upgraded from Murulla (Incl.) (336.500Km) to Braefield (387.500Km) as per As-Designed IFC provided. (b) Replace CSEE Track Circuit Tuning and Matching units with Single Tuning Matching Units (TMU). (c) Renew track leads and track lead rail connections and associated crimped lugs. (d) Confirm the Track Lengths where required as requested in As-Designed IFC copies. All works shall be undertaken in accordance with ARTC Standards, Australian Standards, Guidelines, Network Rules & Regulations, Policies and Procedures. Works Included The works shall include, but not necessarily be limited to the following: 1. Procurement, Manufacture, Installation, Testing, Commissioning, Certification and handover including all Safeworking required and supply of all materials for the Zone 3 Main North CSEE Track Circuit upgrade works at all specified locations across the Hunter Valley network of ARTC. The works shall be undertaken in accordance with ARTC Standards, Australian Standards, Hunter Valley Guidelines, Network Rules & Regulations, Policies and Procedures. 2. The provision of all labour, plant, equipment, materials and consumables and all things necessary to perform and successfully complete the Work as described in the Contract documents. 3. Written confirmation of any preparatory works required to be completed by ARTC for the Contractor, 7 days prior to work being required. 4. Equipment and materials collection, distribution and preparation works. 5. Rail safe working plans, controls and measures in accordance with ARTC Safety Procedure SP–05-02. 6. All required labour of 3rd party interactions including costs and fees and all works required to produce the specified works. 7. Procurement of all necessary signalling equipment and other materials except ARTC supplied materials as listed in Appendix G. 8. Manufacture, Installation, Testing, Commissioning and Certification of signalling equipment in accordance with ARTC Standards and Guidelines. 9. Protection of existing infrastructure, including cess drains, and prevention or tidy up of fouling from debris, spillages etc., as a result of work activities. 10. Certification of the work by the Commissioning Engineer prior to completion of the track occupancy period. 11. Certification of track by Contractors Track Examiner (PW52/53) if track formation or shoulders are disturbed. 12. Site clean-up and demobilisation. 13. Corrections to defective work attributed to the Contractor’s workmanship. 14. All defective work must be rectified within the specified timeframe. All costs associated with the removal and rectification of defective work will be borne by the Contractor. 15. Submission of As-Installed drawings and documentations as required by ARTC Standards that the work has been completed in accordance with ARTC Standards within the specified tolerances. 16. Submission of As-Commissioned drawings and documentations as required by ARTC Standards that the work has been completed in accordance with ARTC Standards within the specified tolerances. 17. Submission of As-Built drawings (excluding Signalling Design) and documentations as required by ARTC Standards that the work has been completed in accordance with ARTC Standards within the specified tolerances. 18. Provision of Interim Maintenance Copies (IMC) of the As-commissioned Circuit Book, Signalling Plan and Track Insulation Plan in all affected locations. Works Excluded The following work is excluded from the Contractors scope: (a) Completion of Task Based Environmental Impact Assessments or Review of Environmental Factors. TBEIA’s have been completed by ARTC and a copy of the same with the recommendations can be found in the Appendix H.
