About this tender

Overview Meridian Energy Limited is seeking a contractor to deliver the Benmore Hydraulic Structures Equipment Upgrade (BEN HSEU) project, involving the replacement and upgrade of ageing control equipment associated with the Benmore Hydraulic Structures. About The Benmore Hydraulic Structures and associated equipment are critical to the safe operation of the Benmore reservoir and earth dam. They provide safe passage of water flow from the dam through four radial arm spillway gates and two vertical sluice gates via a spillway chute that discharges into the Waitaki river downstream of the dam. The gate control system allows for both remote control (from Generation Controllers or the Benmore control room) and local control by maintenance staff at the structure. Physical operation of the gates is achieved through a combination of electrical, mechanical, hydraulic and PLC systems located on and in the structure itself. Because of their importance in managing the safety of the dam structure, the overall system is classed as a Dam Safety Critical System (DSCS), with its equipment classed as Dam Safety Critical control equipment. The current control equipment, except for the Programmable Logic Controller (PLC), is original. Purpose The BEN HSEU project seeks to replace ageing equipment, improve reliability, optimise access and layouts, maintain relevant dam safety requirements, and improve the efficiency of ongoing maintenance associated with the system. Scope The scope includes the following major work packages: Construction of a new external control building Installation of a new water level site with access walkway Improvement and optimisation of the 400V LVAC power distribution system Strengthening of the backup diesel generator shed, provision of active ventilation, and installation of an external fuel tank Upgrade of the power supply, hydraulic system and controls for the spillway gate lifting system Replacement and relocation of the sluice gate hydraulic power units, including a new enclosure Replacement of the sluice gate level indicators and control system Installation of new or replacement controls for the sluice gates and spill gates

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
