‘’Please note that all FPOs are subject to revision or cancellation. The information contained in an FPO is for planning purposes only. It does not represent a pre-solicitation or an invitation for bids. It is not a commitment by the government to purchase the described goods and services.’’ The Department of Internal Affairs – Te Tari Taiwhenua intends to release a Request for Proposal for the design, implementation and delivery of an in-person citizenship testing service. This supports an operational change to require most applicants for citizenship by grant to demonstrate their knowledge of the responsibilities and privileges of New Zealand citizenship through a controlled, in-person test. The service will need to provide confidence in the identity of the test-taker, maintain the integrity of test conditions and results, support fair and accessible testing experiences, provide New Zealand-wide coverage across rural and urban centres, and securely transmit results and related information to DIA. DIA is seeking suppliers with proven capability to deliver in-person testing, examinations or assessments at scale, including identity verification, invigilation, secure handling of personal information, operational reporting, and integration with buyer systems. Suppliers interested in this opportunity are encouraged to monitor for the RFP release and any subsequent notices. Once the RFP is released, all enquiries must be submitted through the question function.
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
