About this tender

The New Zealand Defence Force is seeking proposals for the Information Management Programme — Decision Advantage Foundations, RFX_2846 / Pro_4925. NZDF is seeking a Prime Supplier, supported by Named Sub-Primes where appropriate, to deliver an integrated Information Management capability uplift across three connected domains: Enterprise Data and Analytics, Automation, and Digital Workplace. The outcome sought is a trusted, secure, federated and interoperable information environment that improves how information is discovered, accessed, shared, governed, protected, retained and exploited across Defence operating environments. This is a single integrated procurement. Partial, domain-only or point-solution responses will not be accepted. The procurement is structured in two phases. Phase 1 — Discovery and Design — is a funded, fixed-price engagement to validate scope and requirements, mature the integrated solution design, test assumptions, confirm delivery sequencing, and establish the delivery, cost, design and risk baseline. Phase 2 — Implementation — is conditional on further approvals, funding confirmation, satisfactory completion of Phase 1, agreement of final scope and pricing, execution of the Master Services Agreement, and NZDF being satisfied that implementation represents value for money and an acceptable delivery risk profile. NZDF is looking for respondents that can demonstrate Prime Supplier accountability, credible integration across the three capability domains, practical delivery experience in complex and secure environments, incremental delivery and early proof of value, transparent commercial behaviour, and an approach that avoids unnecessary duplication, centralisation or supplier lock-in.
