Three Waters Services Contract – Treatment Facilities Operations and Maintenance
Tender Overview
About this tender
Overview Southland District Council (SDC, the Council, the Principal) maintains ownership and responsibility for managing the water services activity, comprising water, wastewater and stormwater, and undertaking the necessary planning and works to meet the levels of service for its community. This Contract relates specifically to the operations and maintenance of Council's treatment facilities, including raw water intakes, water and wastewater treatment plants, pump stations and reservoirs / storage tanks. About In order to increase oversight and visibility of the water services, Council has adopted an in-house business unit with increasing in-house capability and capacity, and will be delivering the water services under a number of separate contracts. Council will be delivering the water services under separate contracts from 1 July 2027. Purpose The specifications under this Contract are aimed at delivering an outcome focussed approach that enables SDC to meet its collective vision and levels of service for water, wastewater and stormwater activities. To support cost-effective delivery across multiple contracts, Council is seeking a collaborative approach, building successful relationships specifically for this Contract as well as with the other contractors delivering the water services. Objectives The overarching philosophy is to balance the work programmes against service levels within Council's budget expectations, delivering a pro-active best-for-network approach. By working together, the reactive and routine maintenance and renewals can be optimised to reduce the overall costs and risks without compromising public safety, legislative requirements or service levels for the Southland community. Scope The scope includes: Operations and maintenance of raw water intakes Operations and maintenance of water treatment plants Operations and maintenance of wastewater treatment plants Operations and maintenance of pump stations Operations and maintenance of reservoirs and storage tanks A high level of collaboration is expected between this Contract and those for reticulation, mechanical and electrical, and SCADA / automation operations and maintenance. Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
