About this tender
Overview Richmond Shire Council invites suitably qualified and experienced helicopter contractors to submit an Expression of Interest (EOI) for the provision of helicopter services during 2027. Contractors will be required to assist with emergency resupply operations and other disaster response activities in the event of an activation of Richmond Shire Council's Local Disaster Management Plan. Scope The scope includes: Provision of Tier one helicopter services: Single Engine Helicopter (SEH) up to 1300kg Maximum Take Off Weight (MTOW) Provision of Tier two helicopter services: SEH from 1300kg up to 5000kg (MTOW) Assistance with emergency resupply operations and other disaster response activities in the event of an activation of Richmond Shire Council's Local Disaster Management Plan Information Requested Respondents must include the following aircraft, business, and equipment information in their submission: Aircraft type and engine (piston/gas turbine) Tracking devices fitted, such as Spider Tracks, Spot Tracker, OzRunways, GPS, or Track Plus (note: fodder drop requires GPS positioning for DPI data collection) Fuel type Number of seats Lift capacity (kg), internal and external Whether fitted with a cargo hook Whether a cargo net is supplied, including sling and equipment suitable for fodder drop/fuel positioning Hourly rate, wet, including GST Name of company/individual and ABN number Contact details Location of base Copy of AOC certificates held, including Part 138 (Aerial Work) and Part 133 (Air Transport Operations) Minimum pilot qualifications, including CHPL (550 hrs command), LLH (250 hrs command), sling endorsement (yes/no), Class 1 Medical, and Class 2 (AWK only) Contractor Requirements Public liability insurance of $20 million Ability to coordinate response activities in alignment with Local Government requirements and engage other suitably approved qualified operators and crew to support operations as needed by Richmond LDMG Copies of pilot currencies, aircraft airworthiness, and insurance details must be supplied at commencement of aerial support Ability to provide, upon request, Safety Management Systems (SMS) with Safe Work Management Systems (SWMS) specific to airwork activities Instructions to Tenderers EOIs close 5:00pm, 15 October 2026 and must be identified as "Confidential – Tender 2627_03" and sent to: tenders@richmond.qld.gov.au Submissions may also be addressed to: Peter Bennett, Richmond Shire Council, PO Box 18, RICHMOND QLD 4822 Enquiries For further information, contact Camille Carrigan on 07 4719 3377 or email camillec@richmond.qld.gov.au
