Barcoo Shire Council (Council) invites tenders from suitably qualified and experienced contractors for appointment to a panel arrangement for the delivery of major civil works across the Barcoo Shire. The panel is being established to support the efficient and scalable delivery of Council’s capital works program, including a significant pipeline of works funded under the Disaster Recovery Funding Arrangements (DRFA) and the Transport and Main Roads Road Maintenance Performance Contract (TMR RMPC) program, over an initial period of two years, with potential extension. The intent of the panel is to provide Council with access to pre-qualified contractors capable of delivering repeat work packages in a remote operating environment. The panel model is designed to improve procurement efficiency, reduce time to market for individual work packages, and enable Council to respond rapidly to program demands, including emergent flood recovery works. Work packages are expected to range in size and complexity, with a focus on medium-scale civil works, including but not limited to: • gravel winning and haulage • road formation and reconstruction • flood damage restoration works • associated ancillary civil activities The panel will be used to deliver a range of civil works across the following: Civil Construction and Road Rehabilitation • Road formation, grading and resheeting • Construction of reinforced concrete slabs and associated structures • Installation of culverts, including reinforced concrete pipes (RCPs) and reinforced concrete box culverts (RCBCs), including rock protection works • Gravel winning, loading and cartage of gravel, base and rock materials from stockpiles The detailed scope for this procurement is set out in the following documents: • Part C – General Specifications (Panel Arrangement), which defines the overarching requirements for panel members; and • Part K – Scope of Works (Works Order 1 – Mooraberree Road) and Part O - Scope of Works (Works Order 2 - North Western Roads), which define the specific requirements for each work package issued under this Request for Tender and subsequent RFQs.
