Barolin Esplanade Pavement and Guardrail Renewal

Overview Bundaberg Regional Council is seeking to engage a suitably qualified and experienced Principal Contractor to undertake renewal of the bridge barrier, approach guardrail and pavement works, together with minor structural repairs to the Barolin Esplanade Bridge over Palmer Creek at Coral Cove, Queensland. About Bundaberg Regional Council is located in the Wide Bay Burnett geographical region of Queensland. The resident population of the total local government area is approximately 100,000 people. As part of Council's recently completed road hierarchy review, Barolin Esplanade has been classified as an Urban Road – Collector Street. Traffic data recorded in 2019 at approximately CH125 indicates an average daily traffic volume of 998 vehicles per day (ADT), comprising approximately 6.51% heavy vehicles. The road has a posted speed limit of 50 km/h, with an 85th percentile speed of approximately 56.41 km/h. The road width north of the bridge is up to approximately 8.1 m kerb-to-kerb, while the bridge has an approximately 6.4 m width between kerbs. There are no kerbs on either bridge approach. The existing bridge barrier and approach guardrail are in poor condition, with significant corrosion to the rail and connections and existing non-compliant fish-tail end treatments. The existing pavement across the bridge and approaches is also in poor condition and requires rehabilitation. The bridge approach slab has also been undermined and requires reinstatement. An existing 150 mm diameter water main, identified as part of the BRC Watermains asset, is attached to the western side of the bridge. The water main is considered suitable for decommissioning and removal as part of the project. Scope The scope includes: Renewal of the bridge barrier and approach guardrail to improve the safety and protection of road users Rehabilitation of the existing pavement across the bridge and approaches Extension of the pavement treatment beneath the proposed new guardrail to provide a continuous and durable pavement treatment Reinstatement of the bridge approach slab, including the use of flowable fill where required Minor structural repairs to the Barolin Esplanade Bridge over Palmer Creek at Coral Cove Removal of the existing 150 mm diameter water main from the structure, in coordination with Council's Water Services team, who will isolate the main with the Principal Contractor Contractor Requirements Suitably qualified and experienced as a Principal Contractor Demonstrate an appropriate understanding of the existing bridge, pavement, traffic environment and site constraints Provide a construction methodology that addresses staging, traffic management, protection of the bridge and existing infrastructure, coordination with Council's Water Services team, and maintaining safe access through the worksite
