Bowen Landfill – Cell 2 – Construction Quality Assurance (CQA) Consultancy

Overview Whitsunday Regional Council is seeking a suitably qualified and experienced Construction Quality Assurance (CQA) Consultant to provide independent, third-party CQA services for the construction of Bowen Landfill Cell 2. About Whitsunday Regional Council owns and operates the Bowen Landfill, located south of Bowen in North Queensland. Council is developing additional waste disposal capacity at the Bowen Landfill, with works involving the construction of a new engineered landfill cell incorporating a geosynthetic barrier system and leachate collection and conveyance infrastructure. Purpose The additional waste disposal capacity is being developed to meet the region's long-term waste management requirements. Scope The scope includes: Independent CQA monitoring of construction of Bowen Landfill Cell 2 Inspection of construction activities Verification of construction works Documentation of CQA activities Review of testing and provision of recommendations to the Superintendent The CQA Consultant is not responsible for directing the Contractors or ensuring Contractor compliance, which remains the responsibility of the relevant Contractor and the Superintendent under the construction contract.
