About this tender

Transport and Main Roads (TMR) operates a critical Busway network supported by a SCADA system (MacroView) used for real-time monitoring and control of operational infrastructure including tunnels, stations, power systems, ventilation systems, and safety systems. TMR has recently completed a comprehensive SCADA Gap Analysis, which identified material limitations in the current platform across: • system architecture and resilience, • alarm management and operator usability, • data, historisation, and reporting, • integration and interoperability, • cybersecurity and auditability, and • maintainability and lifecycle sustainability. Many of these limitations have been assessed as systemic rather than isolated, with implications across operations, maintenance, safety, and governance. TMR is now undertaking early market engagement to: • understand the capabilities of contemporary SCADA platforms and integrators, • explore architectural approaches and solution options, and • inform future requirements development, procurement strategy, and program planning. As part of this process, TMR intends to share the following Confidential Information in redacted form: • example system screenshots, • document outlining gaps and expectations for the new system (e.g. alarms, incidents), and high-level architecture context, • market research and options to enable suppliers to provide relevant and practical responses. Scope: TMR is seeking information from the market regarding the ability to deliver a modern supervisory control and monitoring capability that addresses the identified gaps and supports the future Busway operating model. The future SCADA solution is expected to: • provide resilient and state-coherent supervisory capability, • significantly improve alarm management and operator decision support, • support integrated data, historian, and analytics functions, • enable open, standards-based integration with adjacent systems, • align with modern cybersecurity and auditability requirements, and • support sustainable engineering, maintainability, and lifecycle management. The purpose of this RFI is not to obtain detailed proposals or pricing, but to: • assess supplier capability and experience, • understand available solution approaches and architectures, and • gather insights into implementation considerations and best practices. Suppliers who demonstrate strong capability and alignment with TMR requirements through this process, and with whom effective communication is established, may be considered for participation in future stages of the Busway SCADA replacement initiative, including more detailed engagement and potential procurement activities.
