Overview Redland City Council invites suitably qualified and experienced contractors to submit Expressions of Interest (EOI) for the Design and Construct delivery of the Birkdale Community Precinct (BCP) Enabling Works and Lagoon Precinct. Respondents may submit an EOI for one or both project components. About The Birkdale Community Precinct is a 62-hectare regionally significant community, recreation and events destination that will support delivery of the future Redland Whitewater Centre, which will host Canoe Slalom events during the Brisbane 2032 Olympic and Paralympic Games. Scope Enabling Works generally comprise: Bulk earthworks and site preparation works Internal roads and associated pavement construction Site entry intersection and roundabout works Car parks and bus laydown facilities Stormwater drainage, wetlands, bioretention and water quality infrastructure Water, sewer, fire and utility infrastructure Electrical, communications and high voltage reticulation infrastructure Shared pathways and pedestrian infrastructure Landscaping, rectification, signage and wayfinding Management of project interfaces and construction staging requirements Lagoon Sub-Precinct generally comprises: A large-scale public swimming lagoon, comprising distinct adult and children's lagoons with accessible beach-style entries and ramp access to the main lagoon Interactive waterplay facilities and splash zones A 1,518m² two-storey pavilion incorporating a restaurant, cafe, retail and function spaces Public plazas and activated gathering spaces Outdoor BBQ facilities Two amenities' buildings, including a DDA compliant Changing Places facility Plant rooms, water treatment infrastructure and operational support facilities Associated landscaping, pathways and public realm infrastructure Contractor Requirements Demonstrated Design and Construct experience delivering major civil infrastructure, aquatic facilities and/or multi-stage precinct developments Instructions to Tenderers The proposed procurement is a two-stage EOI and Request for Proposal (RFP) process. Council may shortlist one or more Respondents and reserves the right to procure the Enabling Works and Lagoon Precinct either separately or collectively. Contract Terms and Conditions Contract award is anticipated in late 2026 Construction commencing approximately February 2027
