About this tender
Overview Townsville City Council (the Principal) invites tenders for the reconstruction of unsealed roads damaged by the 24 December 2025 North Queensland Monsoon Trough, including Tropical Cyclone Koji and associated severe weather. This Request for Tender is for Package A of the DRFA 2026 REPA Works on Unsealed Roads. About The works are Reconstruction of Essential Public Assets (REPA) works delivered under the Disaster Recovery Funding Arrangements (DRFA) and are to be carried out in accordance with the Queensland Reconstruction Authority (QRA) Treatment Guide 2020-21. The works have been divided into two packages. This Request for Tender is for Package A, being unsealed road restoration works across four assessment areas within the Townsville local government area: Paluma Area Roads, Northern Area Roads, Unsealed North 2 and Western Area Roads. A separate Request for Tender applies to Package B. A tenderer may be awarded one package only. Purpose The purpose of this Request for Tender is to appoint a single suitably experienced civil construction contractor to deliver the Package A works under the Amended AS4000-1997 General Conditions of Contract (Construct Only). Scope The scope includes: Reconstruction and restoration of unsealed (formed and gravel) roads to their pre-disaster condition across the Package A assessment areas Associated shoulder works Associated drainage works Associated protection works Associated delineation works The nature, extent and quantity of the works are described in Section E, Project Requirements, and quantified in the Schedule of Rates in the Tender Schedules. All quantities stated are indicative and are provided to assist tenderers. Contract Terms and Conditions The Works are to be carried out under the Amended AS4000-1997 General Conditions of Contract (Construct Only) Terms used in Section E, Project Requirements have the meaning given in the Contract and the Conditions of Tendering Contractor Requirements A single suitably experienced civil construction contractor is sought to deliver the Package A works
