Overview Energy Queensland Limited (EQL) is seeking proposals for Meter to Cash Solution and Implementation Services via SAP Ariba. EQL is seeking implementation of a Meter to Cash solution that is cloud-native, highly scalable and compliant with Australian industry standards and regulatory requirements, particularly those set by AEMO and other industry bodies. Scope Part A: Product The scope includes: Implementation of a cloud-native, highly scalable Meter to Cash solution compliant with Australian industry standards and regulatory requirements, including those set by AEMO Support for both Ergon Energy and Energex entities within a single instance, with company-specific business processes, configurations and workflows where necessary, and shared processes where appropriate A cloud-hosted solution providing Meter Data Management (MDM) A cloud-hosted solution providing Network Billing Management (NBM+CIS) A cloud-hosted solution providing Market Transactions Management (MDM+CIS) A cloud-hosted solution providing Connection Point Management (CIS) A solution deployed in production within an Australian DNSP operating in the National Electricity Market (NEM) An Australian-based support model with local functional, technical and customer success resources A solution hosted in Australia, ISO27001 certified, with SOC2 Type 2 annual assurance (or equivalent) Part B: Implementation Services The Solution will be implemented through a series of controlled delivery stages and production releases: Stage 1: High Level Design, comprising Business Process Gap Analysis, High Level Design and Detailed Implementation Plan (as defined in SOW1) Stage 2: Detailed Design and Build (as defined in SOW2) Stage 3: Systems Integration Testing (as defined in SOW2) Stage 4: UAT and Cutover Readiness (as defined in SOW2) Stage 5: Go-Live, Hypercare and Warranty (as defined in SOW2) Contractor Requirements Tenders must comply with the following mandatory criteria: Product Experience: the tenderer must have proven experience implementing Meter-to-Cash solution(s) that meet the Part A mandatory criteria Australian Utility Experience: the tenderer must have implementation experience within the Australian utilities market Instructions to Tenderers Tenderers who wish to submit a response need to be registered as a Supplier on SAP Ariba and receive a link to the sourcing event. Tenderers who are not already registered in Energy Queensland's realm in SAP Ariba must register by sending an email to the Contact Officer, SPGDigital@energyq.com.au, with the email subject containing the event title 'Meter to Cash Solution and Implementation Services', including: business legal entity name (as displayed in the ABN lookup), ABN, registered business street address, contact name, contact phone number, and contact email address. Registered suppliers who are already registered in Energy Queensland's realm in SAP Ariba need to request access to the Sourcing Event by sending an email to the Contact Officer, SPGDigital@energyq.com.au, with the email subject containing the event title 'Meter to Cash Solution and Implementation Services'. Tenderers will receive an email to access the EQL SAP Ariba realm via a link contained in the email notification. This link will expire within 24 hours. Tenderers must accept the Prerequisite Bidder Agreement under the 'Review and Accept Prerequisites' tab to ensure all system generated notifications are received, including content updates and changes to event timing. If a tenderer elects to submit a response, they must do so using SAP Ariba only. Submissions provided via email or the etender portal will not be considered for evaluation.
