Provision of Boring and Trenching Services

Overview Townsville City Council (the Principal) is seeking to establish a Register of Pre-qualified Suppliers (RPS) for the provision of boring, trenching, horizontal directional drilling (HDD), excavation and associated civil works throughout the Townsville Local Government Area. About The RPS supports the construction, renewal and maintenance of the Principal's infrastructure. While the primary requirement relates to the Principal's water and wastewater network infrastructure, the RPS may also be utilised for works on other Principal utility infrastructure, including stormwater, electrical and communications infrastructure. Purpose The purpose of this Scope is to provide the Principal with access to suitably qualified, experienced and appropriately resourced Suppliers capable of safely and efficiently delivering boring, trenching, HDD, excavation and associated civil services across the Principal's infrastructure portfolio. Objectives The RPS is intended to: Provide reliable access to suitably capable Suppliers for planned and reactive works Support continuity of the Principal's infrastructure and essential services Provide capacity to respond to urgent requirements Accommodate works of varying size, complexity, location and methodology Establish consistent service, safety, quality and performance requirements Support efficient delivery and value for money over the Term Reduce reliance on a single supplier to improve contractor availability and service continuity Scope The scope includes: Provision of boring, trenching, horizontal directional drilling (HDD), excavation and associated civil works throughout the Townsville Local Government Area Works on the Principal's water and wastewater network infrastructure, and potentially on other utility infrastructure including stormwater, electrical and communications infrastructure Works ranging from minor maintenance activities and service connections through to major capital projects involving large diameter pipelines, complex infrastructure crossings and works in constrained environments Delivery of services on an as-needed basis, including planned, reactive and urgent works Contractor Requirements Suppliers must be suitably qualified, experienced and appropriately resourced to safely and efficiently deliver boring, trenching, HDD, excavation and associated civil services Suppliers may be appointed to one or more Service Categories based on their demonstrated capability Contract Terms and Conditions Appointment to the RPS does not guarantee a Supplier any minimum volume or value of work
