ROPS Road Construction and Maintenance
Tender Overview
About this tender
McKinlay Shire Council (the Principal) invites tenders from suitably qualified tenderers for selection as a pre-qualified supplier of road construction and maintenance as described in more detail in Part 5 – Scope. THIS IS AN OPPORTUNITY TO APPLY IF YOU ARE NOT ON THE PANEL. Tenders have the opportunity to join the existing panel that commenced on 1 December 2025 and ends on 30 November 2027. If you are currently on the panel, then you do not need to reapply. Respondents do not need to be able to undertake all of the activities in Part 5 – Scope and are encouraged to respond if they can service any one or more of those activities. The appointment as a pre-qualified supplier commenced on 1st December 2025 and end on 30 November 2027 (‘Term’). The Principal may extend the Term, at its discretion, for a further 12 months by giving written notice to successful Tenderers. The Principal may also, during the Term, conduct a further procurement process to appoint other suppliers. McKinlay Shire covers 40,728 km2 including four townships – Nelia to the East, McKinlay and Kynuna to the South and Julia Creek as the central town. The Shire is bounded by the Shires of Richmond, Cloncurry, Carpentaria, Winton and Croydon. Julia Creek is the main township and is located approximately 650 kilometres west of Townsville and 250 kilometres east of Mount Isa. The Principal intends to establish this register of pre-qualified suppliers and to subsequently invite quotations for particular work packages from selected pre-qualified suppliers. Successful Tenderers may be required to work with gravel, limestone, road base, bituminous products, asphalt, concrete and other construction materials used by the Principal in the construction of roads, drainage and reserves and other assets.
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Read the requirements in full
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
