SEC-001-Hostile Vehicle Mitigation (HVM) - Olympic and Paralympic Games Brisbane 2032

This package seeks to engage experienced suppliers for the provision of Hostile Vehicle Mitigation (HVM) infrastructure and services to support the secure and safe operation of Brisbane 2032 Olympic and Paralympic Games venues and precincts. HVM systems will be critical for protecting high-footfall areas, managing vehicular access, and mitigating risks associated with vehicle-borne threats across both temporary and permanent environments. Brisbane 2032 anticipates a requirement for HVM across approximately 40 to 50 competition and key non-competition venues, with a broad deployment of HVM measures tailored to site-specific risk profiles and operational needs. The scope of work may include, however is not limited to: Supply, delivery, installation, maintenance, and removal of location suitable, internationally rated/certified HVM systems, including: Temporary and permanent hostile vehicle barriers (e.g. bollards, barriers, and blockers). Surface-mounted and embedded solutions suitable for urban and event environments. Manual and automated vehicle access control systems (e.g. retractable bollards, gates, and road blockers). Integration with broader security and operational infrastructure, including fencing, access control, and surveillance systems. Design and engineering support to ensure effective deployment in complex urban and venue environments, including traffic flow and emergency access considerations. Compliance with relevant Australian Standards, international HVM guidelines, National Construction Code (NCC), and Games-specific technical specifications, including WHS regulations and accessibility requirements. Coordination with venue operators, overlay contractors, and security agencies to ensure timely deployment and operational readiness.a Post-Games decommissioning and removal, with consideration for reuse, recycling, or legacy integration where appropriate. Respondents should demonstrate proven experience in delivering HVM solutions for large-scale, multi-site events or critical infrastructure programs with the capacity to respond flexibly to evolving threat assessments, site conditions, and operational requirements.
