SEC-003-Private Contract Security Personnel - Olympic and Paralympic Games Brisbane 2032

This package seeks to engage qualified and experienced providers for the supply of private contract security (PCS) personnel to support the safe, secure, and efficient delivery of the Brisbane 2032 Olympic and Paralympic Games. The PCS workforce will play a critical role in ensuring the safety and security of venue and precinct operations, supporting crowd management, access control, asset protection, and incident response across a wide range of environments. Brisbane 2032 anticipates a requirement of up to 15,000 PCS to secure approximately 40 to 50 competition and key non-competition venues, including competition venues, Athlete Villages, Olympic and Paralympic Family accommodation, transport hubs, accommodation sites, logistics centres, and public activation areas. PCS workforce deployment will be scaled to meet operational demands across pre-Games, Games-time, and post-Games phases. The scope of work may include, however is not limited to: Provision of licensed and trained PCS staff, including: Static guards for access control, perimeter security, and asset protection. Roving patrols and response teams for incident management and escalation. Screening support personnel for pedestrian and vehicle screening areas. Supervisory and command roles to support integrated security operations. Specialist PCS staff for Field of Play security / Athlete Protection. CCTV Communications Officers Experienced screening security officers. Deployment planning (that provides for surging resources as necessary) and rostering, aligned with venue schedules, operational requirements, and workforce welfare considerations. Integration with public security agencies, Games security command structures, and other contracted services, including crowd management, screening, and emergency response. Compliance with relevant Queensland legislation and standards, including the Private Security Act, WHS regulations, DDA requirements, and Games-specific protocols. Provision of uniforms, equipment, and communications tools, as required for effective performance and coordination. Post-Games demobilisation and reporting, including workforce reconciliation and lessons learned. Respondents should demonstrate proven experience in delivering PCS services for largescale, multi-site events or infrastructure programs, with the capacity to mobilise and manage a diverse workforce in dynamic and high-profile environments. There will be a requirement for all PCS staff and management associated with the Brisbane 2032 Games to consent and pass all relevant Security Background Checks as determined by the authorities and Brisbane 2032. Respondents will need to demonstrate their proposed rostering, scheduling and administering systems and processes for large-scale temporary workforce, and consent to Brisbane 2032 (and Security partners) having appropriate visibility and access to the Respondent’s systems for compliance and assurance purposes.
