About this tender

Overview Darling Downs Hospital and Health Service invites offers for the provision of construction works for the Sunrise Way Roofing Replacement, located at 9-13 Tourist Road, Toowoomba, Queensland, in accordance with the requirements of this Request for Tender. This is a live residential care facility that will be occupied by staff and residents for the duration of the project. Strict patient care and safety is the number one priority. Purpose The purpose of this Request for Tender is to obtain fixed lump sum pricing. The project aims to preserve and protect the heritage building and the health service it houses by replacing the deteriorated roofing materials with new, heritage approved, products, remediating water ingress defects, restoring heritage masonry elements, upgrading stormwater drainage infrastructure, and repairing associated internal building damage. All works are to be delivered in strict accordance with the Heritage Exemption Certificate, approved design documentation, relevant Australian Standards, and statutory requirements, ensuring the preservation of the building's heritage significance while improving its long-term structural integrity, weatherproofing performance, and operational resilience. About This heritage listed place, Unara, is a heritage-listed detached Federation Bungalow, originally built for Sir Littleton Groom circa 1906. The Northern and Southern wings were added in the 1950's and 1960's respectively, along with various alterations and additions over the years. The building currently houses Drug and Alcohol residential rehabilitation. The building is currently experiencing roof leaks, with some isolated interior damage caused. It has been determined that new roofing, including flashings and stormwater reticulation remediation, is required. Structural tie down and insulation will be improved while the sheeting is off, and the chimneys will be repointed to retain their integrity. The stormwater reticulation downstream of the downpipes is in a failed state. The above ground reticulation, suspended from the floor joists, appears to have backfalls and some charged lines. Reticulation enters the ground on the Western side of the Northern extension via a retention pipe which is currently disconnected from the inground pipe, discharging all stormwater to surface in the undercroft. This is presumably because the inground system is blocked. The inground stormwater reticulation direction, route, and discharge point is unknown. Scope The scope includes: Replacement of deteriorated roofing materials with new, heritage approved products Remediation of water ingress defects Restoration of heritage masonry elements Upgrade of stormwater drainage infrastructure Repair of associated internal building damage Installation of new roofing, including flashings and stormwater reticulation remediation Improvement of structural tie down and insulation while the roof sheeting is removed Repointing of chimneys to retain their integrity Contractor Requirements All works must be delivered in strict accordance with the Heritage Exemption Certificate, approved design documentation, relevant Australian Standards, and statutory requirements Patient care and safety must be treated as the number one priority, as the facility remains occupied by staff and residents for the duration of the project Tender Briefing and Site Inspection A mandatory site inspection has been scheduled for this opportunity. Date: Friday, 20 November 2026 Attendance: Mandatory Refer to the Request for Tender for instructions on nominating an organisational representative to attend the site inspection.

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal
