About this tender

Overview Flinders University is seeking a supplier to design, build, test and implement a GPA Calculation and Ranking Solution. About Flinders Admissions staff currently interpret academic transcripts and convert grades and unit values into a Flinders-equivalent GPA as part of application assessment and, in some cases, applicant ranking for selective courses. This process relies on individual interpretation and spreadsheets, is time-consuming and difficult to scale, and creates a risk of inconsistent or incorrect outcomes during periods of high demand. Purpose The purpose of this procurement process is to identify and engage a supplier who can meet the University's high standards of quality, efficiency, and innovation, and who shares the University's commitment to excellence in delivering outstanding results. Flinders University is seeking a supplier to design, build, test and implement a practical GPA calculation solution before the end of the year. The solution must read supplied academic documents, apply agreed Flinders conversion rules and produce a transparent, traceable and auditable GPA result. The initial focus is Australian qualification documents, with straightforward, high-volume international qualifications considered where achievable within the available budget and timeframe. Scope The scope of work is included in the process documents (Part A) and details specifications and requirements. The scope includes: Confirming the agreed Flinders GPA conversion rules, priority document types and cohorts, required data inputs, exception thresholds and human-review pathways Designing and building a solution that reads supplied academic transcripts and identifies the institution, country, qualification, grades and unit values required for assessment Applying agreed conversion rules to calculate a consistent Flinders-equivalent GPA Providing a transparent and auditable result showing relevant source data, rules applied, calculation steps, and confidence or exception flags Routing incomplete, ambiguous, unsupported or low-confidence cases for human review Testing the solution using representative documents and agreed scenarios, resolving defects, and supporting implementation within the Flinders environment Providing user and support documentation, rule-maintenance and exception-handling guidance, knowledge transfer and handover Assessing the feasibility of using the GPA results in downstream applicant ranking logic and, where achievable, supporting consideration of weightings, selection factors, sub-quotas and applicant groupings Clearly distinguishing committed deliverables from optional or stretch items and showing how scope will be prioritised within the budget and delivery deadline constraints Services may be delivered remotely and/or through in-person collaboration with Flinders stakeholders. Flinders will provide representative academic documents, agreed business rules, subject matter expertise and timely stakeholder access. Contractor Requirements Evaluation Criteria Demonstrated understanding of the requirements and a practical delivery methodology, including schedule, testing, implementation, risk management and handover Instructions to Tenderers Suppliers must submit their quotes by the deadline specified in the process documents. Submissions should be sent electronically via Tenderlink and must include all required documentation as specified in the process documents. Only respondents who download the tender documentation will be notified of any addenda. Please ensure that all users requiring these notifications download the documentation. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
