Shared Micromobility Services

The Corporation of the City of Adelaide (ABN 20 903 762 572) (the Council) invites EOIs for obtaining a permit to run Shared E-Scooter Mobility Service business within Council boundaries (the Services). Scope: Limited permit under Section 222 of the Local Government Act 1999 (SA) referring to Shared electric scooter mobility businesses primarily conducted within Council boundaries (Shared E-Scooter Mobility Services) Technology Platform Requirements Essential Technology Capabilities: • GPS Tracking: Real-time location monitoring for all devices. • Geo-fencing: Ability to implement virtual boundaries and no-ride zones. • Speed Control: Remote speed limiting (essential) and terrain detection (desirable). • Fleet Management: Real-time monitoring of device status and availability. • Data Sharing: Capability to provide real-time and historical data. User Interface Requirements: • Mobile application with user registration and verification. • Age verification system (16+ years minimum). • In-app safety information and rules display. Supporting Documentation Checklist Mandatory Attachments: • Current Certificate of Business Registration • Insurance certificates (all required policies) • Compliance declaration signed by authorised officer • Organisational chart showing Australian operations Evidence Requirements For Each Minimum Requirement: • Clear statement addressing each criterion • Supporting evidence or documentation • Contact details for verification purposes Performance Monitoring Council will monitor and evaluate the performance, issues, complaints, demand and supply of e-scooters that operate within the City of Adelaide. The key measures of the e-scooter permit include: • Compliance including the Proponents ability to enforce the geographic area restrictions and the Proponent’s education campaigns to encourage positive user behaviour. • Safety including complaints, injury (users and non-users) and nuisance. Analysis will be undertaken by collected data from the Proponent, South Australian Police and Emergency Services, the South Australian Government, hospitals and medical institutions and Council. • Usage including number of trips and their statistics per Proponent, pick-up and drop off locations and demand for e-scooter services. Analysis will also include the number of Proponents and e-scooters provided in the permits. • Impact on the transport network including mode shift (private motorised vehicle trip avoided), integration with other modes of transport and carbon emissions saved (CO2 emissions from private motorised vehicle trips avoided). Compliance and Enforcement Actions Council will monitor and evaluate the performance of the permit holder and will liaise with State Government on any performance issues. Failure to comply with the Permit and its conditions may constitute a breach of the Local Government Act 1999 (SA). Failure to comply with the Permit and its conditions may result in Council, or any of its representatives, taking enforcement action against the permit holder. Enforcement action may include the issuing of expiation notices or initiation of prosecution proceedings. Further, failure to comply with the Permit and its conditions also may result the Permit being altered, suspended until compliance can be achieved, or cancelled.
